Objective of the Position:
The Senior Project Administrator will take the lead in assuring the implementation of all financial
management standards, and consistently enforcing internal controls and compliance with financial
policies and procedures in the projects. This includes:
- Ensure that the financial and administrative processes of the projects are aligned with Welthungerhilfe’s financial policies and procedures, and donor contractual agreements
- Implement all audit recommendations
- Ensure that donor reports are accurate and submitted timely, and all donor queries are responded to promptly
- (d) Support the Head of Project to perform his/her supervisory duties within the framework of
- project administration
- (e) Instruct and support partner organizations in matters relating to financial management, and
- enhance their capacity to fulfill their contractual obligations to Welthungerhilfe
Responsible to: Head of Project (Administrative Line Manager) Head of Finance (Technical)
Core Duties and Responsibilities:
- Ensure that voucher documentation is adequate and appropriate before payments are executed.
- Ensure that every transaction is authorized by the Country Director/Head of Project before payments are executed.
- Ensure that booking texts of transactions are as per approved booking text, budget line assignments and bookkeeping entries are recorded correctly in FundsPro.
- Undertake bookings of project bank transactions daily in FundsPro and scan them into FundsPro.
- Provide technical supervision for all project finance staff.
- Consistently meet the monthly cash and bankbook closure deadlines.
- Ensure physical and online filing of monthly closure of projects.
- Ensuring that cash and bank balances are reconciled monthly and ensuring that outstanding items are cleared within a maximum of two months.
- Reconcile receivables and payables monthly and ensuring that outstanding items are cleared within a maximum of two months with only justifiable exceptions.
- Ensure shared costs are shared between projects monthly and settled.
- Provide technical expertise for budget revisions, checking and approving them at project level.
- Ensure that statutory payments (Tax, Social & Medical Insurance) are affected monthly and all legal requirements consistently met.
- Ensure that partnership agreements are consistent with Welthungerhilfe’s standards.
- Communicate any deficiencies/findings in partner reports to the Head of Finance in a timely manner.
- Ensuring that monthly voucher files are setup in in accordance with the standard filling requirement, with all signed reports and checklists expected to be on file.
- Preparing annual account documents in cooperation with the Head of Finance and other Finance Officers.
- Support and contribute towards the adherence to the Welthungerhilfe Liberia MEAL framework and Core Humanitarian Standards, so that all projects ensure accountability, quality, effectiveness, appropriateness, knowledge sharing, and learning across the organization
- Fulfill any other tasks assigned by the Head of Project
Education
A post graduate degree in Business Administration, Finance, Accounting, Auditing, or related discipline. ACCA or CPA will be an added advantage.
Professional Experience
- Minimum of 5 years’ experience in a similar position with a reputable INGO, UN agency or the private sector.
- Proven experience in managing people.
- Proven experience with the core requirements of major European donors.
- Proven experience in working with project-based management. Language Skills Excellent spoken and written English. Personal Skills

- Ability to pay attention to details with the capacity to mitigate strategic risks.
