INTRODUCTION / BACKGROUND / CONTEXT **
ILC Africa ( https://africa.landcoalition.org/en/ ) is a Regional Platform of the International Land Coalition (ILC https://www.landcoalition.org/en/ ), a global alliance of civil society and intergovernmental organisations working together to promote secure and equitable access to and control over land for poor women, men, indigenous peoples and local communities. The shared goal of ILC’s over 300 members is to realise land governance for and with people at national and regional levels, responding to the needs and protecting the rights of women, men and communities who live on and from the land. ILC Africa plays a powerful role in this global coalition as it hosts about two-thirds of ILC’s total membership!
The Africa Regional Advocacy and Campaigns Manager at ILC Africa is part of the ILC Africa support team located in various countries and reporting to the ILC Africa Regional Coordinator. The ILC Africa support team provides technical assistance to the several multi-located member-led multi stakeholder platforms in operations, communications, peer-to-peer learning, knowledge management, administrative activities, etc. The team also contributes to political positioning, advocacy, and the establishment of strategic partnerships and alliances that contribute to the successful implementation of the ILC strategy and mission in Africa.
ABOUT THIS ROLE
Evidence-based advocacy, supported by popular awareness and mobilisation, can lead to improved policies and programs that result in secure land rights for women, men, indigenous peoples, pastoralists, and local communities. ILC being primarily an advocacy network, this position plays a central role in the success of the ILC mission in Africa by planning and coordinating the implementation of, advocacy and campaign activities in Africa in line with the ILC strategy 2022-2030. The role is primarily responsible of regularly drafting the ILC Africa responses/positions/statements/petitions on land and environment rights violation cases on the continent, facilitating the organization of multi partners advocacy and campaign events at country and regional level as well as ensuring the ILC Africa active participation in various regional and global advocacy and campaign spaces. She/he will be responsible of tracking and supporting the development and implementation of advocacy and campaign strategies that will engage the ILC Africa members and partners to influence governments and other institutional policies and practice to achieve positive and lasting changes to influence secure land rights for women, men, indigenous peoples, pastoralists and local communities. This role will particularly support the planning and implementation of the S4HL advocacy campaign activities with the implementing ILC members and partners in Africa. The role will as well support the LandRightsNow campaign in Africa in close collaboration with relevant team members and partners. The role reports to the ILC Africa Regional Coordinator and works in close liaison with the ILC One Team Colleagues, especially Communications, Operations/Programs and Partnerships ILC team members.
KEY RESPONSIBILITIES
Planning and implementation of ILC Africa advocacy and campaign actions (70%)
Ø In close collaboration with the Regional Program Officer, facilitate the implementation of Women Land Rights and S4HL Campaign activities in the ILC Africa portfolio (25% of the total contract time).
Ø Identify and supports member led multistakeholder platforms advocacy and campaign actions at national and regional level including the LRN campaigns, and in line with the ILC strategy 2022-2030.
Ø Support the planning and implementation of ILC’s Africa, advocacy and campaigns strategy, systems and guidelines.
Ø Support the impactful planning and implementation of advocacy and campaigns actions at regional and global level by ILC Africa.
Ø Identify and facilitates the planning and execution of multi partner advocacy and campaigns actions (fora, conferences, workshop, etc.) co-hosted with ILC Africa at regional and global level.
Ø In close collaboration with ILC members, the ILC programs and Communications team, identify cases and prepares ILC Africa responses/positions/petitions on land, environment and defenders’ rights violations.
Ø In collaboration with Communications experts, M&E and programs team, regularly develop and disseminate key advocacy messages resulting from ILC supported member led initiatives as well as from the One Team led activities.
Ø Support and represent ILC Africa in regional and global, advocacy and campaigns actions as needed or requested by the ILC Africa Regional Coordinator, contributes to administrative, financial and communication tasks, prepares and reviews internal documents, participates in internal meetings and team dynamics.
Ø Contribute to preparation of the regional annual report and contribute to the Annual or triennial Global reports.
Ø Any other work-related tasks as instructed by the ILC Africa Regional Coordinator.
Supports capacity building (10%)
Ø In the framework of LandCollaborative, support capacity building of member led platforms on the successful planning and execution of advocacy and campaign actions.
Ø On job training for National Land Coalitions (NLCs) and Regional Platforms (RPs) facilitators and ILC Africa support team in advocacy and campaigns planning and implementation.
Fundraising (20%)
Ø Support the mobilization of partnerships and resources that are needed/relevant for ILC Africa successful/effective advocacy and campaigns.
Ø Support ongoing fundraising efforts to secure the necessary core funds to implement the ILC strategy in Africa;
Ø Support ILC Africa member-led platforms (NLCs & RPs) in proposals writing to secure the required leveraged funds
Qualifications
Ø Perfect command of French and English.
Ø A Bachelor’s degree (A Master’s degree preferred) in communications, social sciences, natural resource management, environmental economics, or similar fields.
Ø At least 6 years of work experience, including at least 4 years of strong background in advocacy and campaigns leadership at a senior level on international issues, including policy development and supporting advocacy as part of programmes
Ø Practical experience of building networks and engaging with coalitions. Experience of campaigning for and with women, indigenous peoples, and local communities.
Ø Experience of public campaigning in a corporate or an NGO environment, with proven record in successfully leading the development and implementation of successful advocacy and campaign strategies to achieve policy and normative change.
Ø Highly developed analytical writing skills and ability to analyse complex data and to summarise and communicate them in ways that are accessible to a range of audiences from different cultural backgrounds.
Ø Knowledge of the regional institutions and the way they function. Strong results orientation, with the ability to challenge existing mind sets.
Ø Makes independent decisions and solves problems on new and complex issues, requiring creative and systems thinking to find best solutions.
Ø Experience working with human rights-based organizations
Ø Excellent communication skills, both orally and in writing.
Ø Ability to perform well in multicultural contexts and to interact appropriately with a broad range of actors (comprising community-based organizations, government representatives and intergovernmental organizations).
Ø A strong team player.
Ø Familiar with frequent regional & international travels/missions.

Other considerations:
Ø Expressions of interest for secondment arrangements by ILC Africa members may be submitted by interested ILC Africa members.
Ø The first contract (staff or consultancy) will be given with a 6-month probation period and will be renewable annually depending on performance and fund availability.
Ø Location may be remote, in any ILC member’s offices or in the ILC Africa Regional Coordination Office in Nairobi/Kenya.
