Context

GIS at MSF has been developed as a service to MSF operations since 2013 and is, since January 2021 an Intersectional Centre of Expertise & Services serving the full Movement. GIS core mission is to support informed decision making through better spatial comprehension, enhancing the focus of health services around patients, and increasing the impact and efficiency of MSF’s regular and emergency interventions. GIS service team aims to provide an intersectional operational support system, thanks to a framework of dedicated tools and services, that is reliable, agile, adapted to emergency contexts and needs, timely, and efficient.

The GIS Centre is organised as a coordinated network, composed of GIS specialists dedicated to successfully providing MSF with GIS products & services. The GIS Centre works with a specific set of actors grouped around a common objective but who are of varying statutory natures (internal vs. external MSF, NGO, academic, industrial, vendors, etc.), and who’s physical locations are spread over several countries.

The position is to be based in an MSF Operational Centre or MSF section or a regional hub with which the GIS Centre can establish a hosting agreement, except Geneva, and providing the location is in +/- 2h of Western European time zone. This aspect will be managed on a case-by-case basis depending on the situation.

Mission

The Business Analyst is the first point of contact for end-users in reinforcement of the GIS advisors. (S)he is responsible for capturing, gathering, analyzing, and specifying requirements of complex products. The Business Analyst defines the best suitable solution within the whole GIS portfolio or gather requirements for new potential products and services.

The Business Analyst will accompany the end-users throughout their requests, from first contact and needs expression to communication and training support during deployment. The Business Analyst is expected to support and liaise the OC’s GIS Advisors’ network in their daily business and also in long-term reflection on new GIS products and services.

The Business Analyst will be reporting to the Head of GIS Services and support the coordination of the GIS advisors’ network. The Business Analyst will be working regularly with the other stakeholders depending on the actions to be put in place.

· Be an active part of GIS Network and act as facilitator. Support GIS advisors and Head of Servcies and Products in the deifnition of GIS services and products for MSF Staff

· Be referent of the GIS Products & Services on offer within MSF

· Maintenance of GIS products and services on Offer. Act as main point of contact on the GIS on Offer in reinforcement of GIS advisors’ capacity. Propose appropriate service or product to end-users, communicate to end users and provide support

· New Knowledge base and communication channel for GIS specialists: As the GIS Centre network is growing, mostly at field level, and as the GIS Centre wishes to maintain harmonized practices , the Centre aims to develop a knowledge base and communication channel taking into account existing technologies and practices to create a core access to everything GIS for GIS specialists across the Movement. The role of the business analyst will be to define the requirements and actively participate in the solution implementation.

· Roll out of new portfolio of products and services: Support roll out and communication around the GIS Centre portfolio of products and services, ensure the portfolio is known within the GIS community

· Stakeholder and user committee: Help the SUC with methodological support by gathering needs and expectations for products improvements and new products based on key users inputs such as security GeoApp, product in support of watsan, etc.

Your Profile

Education

· University degree in social sciences (i.e. geography, etc.) or in engineering.

· Post-graduate degree or vocational training in GIS or mapping related domains is mandatory.

Experience

· Minimum 2 years of missions in humanitarian contexts with various thematic including emergency missions.

· MSF field experience is recommended

· Operational or Support function at HQ experience with a project management component is an asset.

· Minimum 3 years of experience in GIS domain.

· Experience in training and change management is a plus

· Fluent in English and French (oral and written) is compulsory

Terms of Employment

· Full-time position

· 1-year term

· Working place : the MSF Hosting office or Partner section closest the candidate’s residence

· Ideal start date: mid-June, 2022

· Gross annual salary: according the salary grid of the MSF Hosting office or Partner section

· The outcome depends on local legal limitations (residency, work permit, etc.) and on the agreement with the MSF Hosting office or Partner section
