Position Overview

Pact seeks an experienced Chief of Party for the USAID/Zambia Integrated Health Activity (ZIHA). USAID/Zambia intends to award the $120M contract to support the USAID and PEPFAR objectives of 95/95/95, and to provide service delivery and technical assistance to improve MNCH and FP/RH services. ZIHA will improve, sustain, and further integrate HIV/AIDS, MNCH and FP/RH services at the health facility and community levels and ensure that client-centered, high-impact, high-quality services are available to Zambians. This is anticipated to be a five-year activity. This position is contingent upon award and is anticipated to be based in Lusaka.

Key Responsibilities

  • Serve as the primary point of contact with USAID for day-to-day implementation and management matters.
  • Serve in ZIHA’s primary leadership role, coordinating among USAID and key stakeholders, including partners, government stakeholders, civil society, and other USAID projects.
  • Provide overall technical and administrative leadership and expertise for the project.
  • Accountable for the overall management and implementation of the contract and ZIHA and will serve as the primary liaison with the USAID Contracting Officer’s Representative (COR) on management and technical matters.
  • Accountable to speak for and bind Pact for proper implementation and quick adaptive management.
  • Accountable for partnership and stakeholder communication and relationship management.
  • Partner closely with the Technical Director and other senior staff members to ensure that ZIHA meets stated goals, outcomes, benchmarks, and reporting requirements.
  • Manage and coordinate the implementation of activities across project partners, ensuring successful integration of activities.
  • Liaise closely with Pact’s U.S. team. Pact Zambia Technical team and Finance/Operations team, to ensure that all project activities are compliant with USG rules and regulations, as well as consistent Pact’s policies, procedures and best practices.
  • Oversee project planning (i.e., development of work plans and project budget), monitoring and reporting (i.e., review and approve periodic budgets and technical and financial reports) in accordance with the highest standards and requirements of the award.
  • Oversee project budget and work in close coordination with the Finance Management and Operations Director to meet expected results, ensuring cost-effective use of donor and Pact’s resources.
  • Provide strategic management and oversight of ZIHA’s sub-contract and Grants Under Contract portfolio.
  • Oversee project staff in helping partners establish reporting and tracking systems to provide key information in an efficient and timely manner.
  • Ensure that ZIHA meets programmatic and financial targets and makes accurate projections.
  • Represent ZIHA at conferences, working groups, and meetings to support USAID and Pact’s thought leadership in public health, capacity development, and civil society strengthening.

Basic Requirements

  • Graduate degree from an accredited university in the field of management, organizational leadership, international development, public or global health or a related technical field.
  • A minimum of 10 years’ progressive leadership experience in international development, global health, public health, other professional experience requiring strong leadership and management capacities is required.
  • A minimum of 7 years’ experience managing diverse teams of professional staff is required.
  • Experience in Southern Africa preferred, preferably in Zambia.
  • Demonstrated experience leading successful teams and achieving deliverables on time and within budget. Demonstrated experience with program financial oversight, with experience working with USAID contracts and subcontracts strongly preferred.
  • Knowledge of USAID rules, regulations, and policies.
  • Demonstrated leadership skills.
  • Demonstrated track record of successfully building and effectively managing a diverse team of employees and partners.
  • Demonstrated ability to work in complex environments, and work with and between different stakeholders.
  • Ability to develop and maintain strong relationships with government and civil society stakeholders.
  • Demonstrated skills in problem solving and consensus building.
  • Ability to travel within Zambia and occasionally internationally, when health and safety concerns regarding COVID-19 diminish.

Preferred Qualifications

  • Clinical qualification (medical doctor, clinical officer, nurse, midwife, or other cadres).
  • Knowledge of the political, social, and economic context of Zambia.
  • Experience managing complex integrated HIV/RMNCH/FP services projects within a non-profit organization in a developing country context.
