Position: Construction Supervisor

Accountabilities
- Ensure that the established activities on the infrastructures are implemented as planned
- Review and recommend the completion of infrastructure projects to effect payment
- Execute and facilitate processes that lead to the commencement of infrastructure projects
- Document government standard designs, specifications, and bill of quantities of the health post, health centres, schools, VIP latrines, etc. for planning, budgeting, immediate implementation, etc. as deemed necessary
- Give modification ideas to the immediate supervisor for the standard designs according to the site setting as and when necessary for the proper execution of the project.
- Check & assure; the quality & quantity of materials, issue & receives construction materials from the logistic department, and stock them in a proper way at the site where houses and temporary stores responsibly
- Distribute the construction materials from the site where houses and temporary stores are to labour contractors and daily workers only and only at construction sites and keep their records properly in an auditable way.
- Take all data of materials as well as construction vehicles’ log sheet copies and evaluate their outputs with respect to the standards set by the PA.
- Monitor and supervise infrastructure undertaking of PAs and ensure that the works are executed to the standard and as per the contract agreement through frequent visits.
- Participate in the evaluation of infrastructure development projects jointly with camp coordinators, RRS, UNHCR, and other stakeholders and partners
- Ensure the use of take-of-sheets and verify take-off sheets and payment certificates in consultation with the CO & PA Construction Supervisor/Engineers /Program Operation Manager
- Submit daily reports on the status of construction projects in the PA for the Construction supervisor/Program Operation Manager.
- Perform any other duties assigned to him as deemed necessary by his immediate supervisor
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

- Act as spokesperson for the poor and marginalized in the community they live in
- work closely with children, field team members, and refugees and host communities
- Smooth networking among the Afar PA staff and social workers
Technical expertise, skills, and knowledge
Essential
- B.SC degree and above from a recognized University in Civil/Hydraulic Engineering, Construction Technology, Construction Management, Building Technology or related fields
Desirable
- Having a minimum of five years directly related Work experience in Emergency projects
- Good knowledge of written and spoken English, driving ability, and good interpersonal skills
- Good knowledge of Office & Engineering Software: Auto-CAD, Archi-CAD, Excel, Word & PowerPoint
- Good knowledge of preparing Architectural designs & Working Drawings, properly reading plans
- Good knowledge of quantifying quantities works, taking take-off sheets, and developing appropriate Payment Certificates
- Good knowledge of leading & managing Emergency Construction works
