Consultancy for producting a Policy Paper and a Practical Guide on Wage Employment At Handicap International – Humanity & Inclusion


1. CONTEXT

Humanity & Inclusion (HI) is a non-governmental organization with more than thirty years of experience, co-winner of the Nobel Peace Prize, winner of the Nansen Refugee Award of the United Nations High Commissioner for Refugees, and winner of the Conrad N. Hilton Humanitarian Award. Today, the organization supports people with disabilities and vulnerable populations in some 60 countries in emergency and development contexts.

HI developed its first projects promoting People with disabilities access to wage employment more than 15 years ago and is now implementing projects of this type in Benin, Bolivia, Egypt, Haiti, Indonesia, Jordan, Morocco, Philippines, Senegal and. Over the years, the association has produced a number of guidance and lesson learned documents (as well as tools) to share good practices and methodology with its programs on the field.

Some of these documents need to be updated and revised to capture methodological evolutions and to be more easily accessible to HI field programs. This need is all the more accurate that the Social and Inclusion Division, to which the unit in charge of economic issues (called BANEREI, for “Basic Needs, Economic Recover and Economic Inclusion”) reports, has just adopted a new technical strategy, Stratech for 2020-2025, with a particular emphasis on wage employment.

The Social and Inclusion Division is therefore seeking the support of a consultant to develop a Policy Paper highlighting the specificities of the HI’s approach to wage employment as well as a practical guide detailing the intervention methodologies and tools to be used to promote the inclusion of people with disabilities in wage employment.

  1. DESCRIPTION OF THE EXPECTED SERVICES

The beneficiary of this consultancy is the unit “Basic Needs, Economic Recover and Economic Inclusion” (BANEREI) belonging to the Social and Inclusion Division.

The purpose of this mission is to design and write guidance documents based on the lessons learned and existing HI guidance documents and tools developed by the BANEREI unit, and more specifically to:

  • Set a tool box for supporting wage employment project implementation based on a selection of existing tools used by the HI field programmes
  • Formalize some of the intervention methodologies in a visual form
  • Produce a 4/5 page Policy Paper based (based on an existing Policy Paper dating back from 2011) and following the HI template model, detailing the HI’s approach to inclusive employment, and in particular 1/ principles and benchmarks (context and definitions; why intervene) 2/ intervention methods
  • Produce a Practical Guide following the HI template specifying the intervention methodologies and proposing a series of tools for supporting project implementation.

Deliverables (in English):

  • 2 or 3 intervention modalities are presented in a visual form
  • A toolbox containing at least 20 tools (corresponding to the different stages of the project cycle) and based on a selection of the existing tools at HI is proposed
  • The Policy Paper (4/5 pages) and the Practical Guide (20 pages maximum) are written

3. METHODOLOGY

The methodology for this mission will include at least the following steps

  1. A literature review of the key resources and tools produced by HI on the topic of wage employment
  2. Interviews with key actors at headquarters (Economic Inclusion Specialists, Inclusion Technical Assistance Manager, etc.).
  3. Interviews with key actors in the field programs (3 or 4)
  4. Regular communications with the BANEREI team manager or the designed Economic Inclusion Specialist

Master degree in Economics, Development, Social or Political Science or Project Management

Experience

A minimum of 3-year experience in consultancy, capacity building or project design/management in the field of economic inclusion of vulnerable groups.

Experience in disability inclusion programming and support to people with disability access to employment.

Experience of developing guidelines and lessons learned documents.

Competencies

Very good knowledge of disability and inclusion issues

Excellent synthesis, analysis and writing skills.

High level of oral and written communication skills

Interpersonal qualities

Autonomy, patience, and positive attitude

Language

Fluent in English and French

A workable knowledge of Spanish is a plus

5. LOCATION, DURATION AND TIMING OF THE MISSION

Location: this is a remote mission that can be done in any country with good internet connectivity and with no more than 6-hour time difference with France.

The overall duration of the mission is 30 days, starting on the 1st October 2021. The deliverables are expected for end November 2021.

8. INTERACTION AVEC L’EQUIPE DE HI

In the execution of the service, the consultant will work closely with the manager of the BANEREI team, based at HI’s headquarters in Lyon, France, or one of his designated representatives
