A. Asian Disaster Preparedness Center

Asian Disaster Preparedness Center (ADPC) is an autonomous international organization with a vision to reduce disaster and climate risk impacts on communities and countries in Asia and the Pacific by working with governments, development partners, international organizations, NGOs, civil society, private sector, media, and other key stakeholders.

Established in 1986 as a technical capacity building center, ADPC has grown and diversified its expertise across social and physical sciences to support sustainable solutions for risk reduction across a broad range of specialist areas. With over 100 staff from 19 different nationalities and a wide range of professional expertise from atmospheric scientists to social scientists with experiences from all levels of engagement typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner. ADPC has six strategic themes supported by seven departments: ADPC Academy, Risk Governance, Climate Resilience, Urban Resilience, Health Risk Management, Preparedness for Response and Recovery, Geospatial Information. These are supported by Finance, Human Resources and Administration, and Strategic Planning departments. In addition to the departments, ADPC also works on three cross-cutting themes: Gender and Diversity, Poverty and Livelihoods, and Regional and Transboundary Cooperation through permanent working committees.

ADPC Strategy 2020 guides the organization in providing comprehensive risk reduction support to countries and communities in Asia and the Pacific. ADPC recognizes the importance of examining the linkages between disaster risk management, poverty reduction, gender equality, sustainability, rights-based approaches, climate change, and regional cooperation.

B. Department Introduction

The Preparedness for Response and Recovery (PRR) Department of ADPC focuses on enhancing the preparedness, response management capacities of governments, response organizations, volunteers, non-governmental organizations, the private sector, communities, and other traditional and non-traditional actors of the Disaster Risk Management Ecosystem. It also strives to strengthen the capacity of institutions and at-risk communities for faster and efficient disaster recovery. The department works with the above-stated actors to ensure that the regional, national, sub-national, and local disaster preparedness, response, and recovery frameworks and implementation plans are in place well before disaster strikes.

C. Purpose and Objectives:

The primary purpose of this assignment is to support the program team in communication activities, social media, and digital outreach of SERB, PEER, and BPP programs. The Consultant is expected to coordinate with the country program coordinators, develop articles, content for social media, develop promotional material and strategize communication activities for program outreach.

Responsibilities and Tasks:

Social Media Communication

● Prepare campaigns for social media to implement communication strategies;

● Develop social media content on a daily basis including updates from events, case studies, workshops, and announcements;

● Develop content for BPP on regular basis, which will be posted on APP channels;

● Coordinate with country coordinators to gather information on events and meetings;

● Function as social media manager for Facebook and Twitter handles;

● Coordinate with country coordinators to develop a list of BPP and PEER focal points and ensure cross-posting of posts on Facebook and Twitter pages;

● Coordinate and develop social media content for cross-posting on ADPC social media for events/activities;

● Monitor engagement analytics to ensure the development of relevant content;

● Maintain archives of pictures, infographics, posters, and quotes used in posts.

Communication Plan

● Develop a program communication plan for PEER and BPP including the content plan for social media;

● Develop templates for reporting on events; during and after on social media with guidelines for sharing information on the website.

Website Development

● Develop a Landing page for PEER course pages;

● Develop a ‘PEER Impact’ page for highlighting the impact made by PEER, including case studies of different countries and nodal agencies;

● Develop infographics for the website to graphically present the impact made by PEER;

● Develop content and infographics for the BPP webpage;

● Create a layout for the BPP webpage;

● Regularly monitor and review the website for revisions;

● Develop social media posts and email content to promote the web pages.

Videos

● Draft the script of SERB impact and PEER introductory videos;

● Develop the storyboard including sharing of references and infographics for both the videos;

● Coordinate with the video developers for the final videos.

Web Articles

● Develop web article for events, workshops, and meetings regularly for PEER and BPP on APP website;

● Publish the PEER and BPP web articles on Prevention Web regularly;

● Maintain documentation of all the publications and links of the articles posted online.

PEER Video Interview Series

● Plan and Launch the video interviews every month;

● Planning a pre-launch campaign to promote the interviews, including campaigning on social media, emails, and website;

● Developing a post-interview plan to accommodate any feedback or questions after each episode;

● Preparing, uploading, and sharing the recorded interview on social media and through emailers to reach our stakeholders;

● Assist in planning need-based webinars, including planning and developing promotional content.

Email Outreach

● Update the contact directory for sending out mailers on a regular basis;

● Drafting monthly mailers;**

● Disseminate and monitor the engagement on emailers and incorporate revisions to increase engagement;

● Create and organize content for the APP newsletter.

Social Media Advocacy

● Plan and launch advocacy campaign;

● Develop content for partners to share on social media;

● Actively engage our stakeholders;

● Develop a content plan and dissemination strategy for social media.

Development of HOPE e-learning

● Develop promotional content to promote the launch of the HOPE online course;

● Assist and coordinate in content development for HOPE e-learning.

Working Principles:

In performing the duties and responsibilities indicated above, the Consultant will be supervised by the Project Management Specialist under the overall guidance of Technical Lead- Emergency Preparedness and the Director- Preparedness for Response and Recovery (PRR) Department of ADPC. The Consultant will closely work with other Project/Program Managers and Coordinators in the program countries of the PRR Department.

Qualifications:

● Bachelor in Mass Communication, Journalism, or other related fields.

● Effective writing and communication skills.

● Proven experience in working on social media, digital platforms, communication strategy, and developing content.

● Able to work on Canva, Campaign Monitor, Buffer, and other similar platforms.

Duty Station: Home-based (India)

Duration: 09 Months (07 March – 06 December 2022)

Itinerary: To be developed based on the approved work plan.
