About the Position

In anticipation of USAID/West Africa’s Strengthening Regional Peace and Stability Program, Dexis is looking for Deputy Chief of Party (DCOP) candidates to perform the anticipated work. Based on current programs, the forthcoming programs may mirror those which ”support regional and national capacity and commitment to open, accountable, and democratic governance through: (1) strengthening participatory, representative, and inclusive political processes and government institutions; (2) promoting greater accountability of institutional leaders to citizens and to the law; and (3) supporting partner countries’ pathways toward stability and peace. USAID also addresses the risks of instability from violent conflict, and prioritizes targeted conflict and violence prevention, peace building, and preventing and countering violent extremism (P/CVE) interventions across the region.”

The Deputy Chief of Party leads the Technical Management Team (TMT), coordinating, overseeing, and synthesizing technical strategies and inputs from technical advisors and partners. Traveling frequently to field locations, the DCOP-PCA supports strategic oversight and alignment, ensures technical and activity quality, and mentors’ country-based staff. They also serve as SRPS’s advisor on P/CVE, providing technical P/CVE leadership to the program, support to country managers, regional institutions and host country actors on CVE strategies, activities, and action plans. They will directly manage the technical advisors and country managers.

The availability of the position is contingent upon award to Dexis Consulting Group. Selection of final applicant is subject to USAID approval.

Responsibilities

  • Contribute to the technical leadership, management, and direction of SRPS, and fulfill the responsibilities of the Chief of Party in his/her absence.
  • Work closely with the COP to lead SRPS’s strategy, ensuring interventions and tools are technically sound, contextually appropriate, and innovative.
  • Provides leadership, mentoring, quality control, and coordination to ensure that program implementation is responsive and strengthens program outcomes.
  • Work closely with the COP and the MEL Manager to internally disseminate and integrate learning into program strategy and activities.
  • Manage and oversee technical staff.
  • Design and deliver tools and methodologies to help counterparts and stakeholders better understanding the drivers of P/CVE and respond to the threats.
  • Maintain productive relationships with USAID, governmental institutions, and local stakeholders to ensure effective collaboration, coordination, and engagement.
  • Contribute to program work planning, compliance, and operations.

Qualifications

  • A bachelor’s degree or higher in the relevant subject area(s), preferably in organizational development, education, international development, or community development required; Master’s degree preferred.
  • Demonstrated technical experience in P/CVE and related stabilization/conflict prevention programming required.
  • Minimum of ten (10) years of relevant experience as senior management or technical expert on donor-funded activities, in the government, and/or civil society required.
  • Experience working in a fragile or transitional environments required, with experience in West Africa preferred.
  • Relevant management experience in multi-country programs.
  • Familiarity with the key West African government and non-government stakeholders and understanding of the dynamics and relationships among them.
  • Proven history of strategic planning, management, supervision, and budgeting.
  • Experience with small grant activity design, development, and implementation in a conflict, post-conflict, and/or transitional setting.
  • Ability to work under deadline pressure with diverse teams.
  • Ability to undertake frequent international travel in the region.
  • Professional level English and French required.

Preferred Requirements:

  • Professional proficiency in West African local languages.
