Position: Disarmament, Demobilization and Reintegration advisor

Overview of position

Reporting and under the supervision of the Deputy Commissioner, Demobilization and Reintegration (NRC), the DDR advisor (Disarmament, Demobilization and Reintegration advisor) is responsible for providing technical and operational advice, and support on DDR programs.

Role objectives

  • Advising on the development and implementation of DDR strategies, policies, and frameworks.
  • Conducting assessments of DDR needs, vulnerabilities, capacities, and risks to inform program design and implementation.
  • Providing technical assistance and guidance to national and local authorities, security forces, civil society, community leaders, and other stakeholders on DDR planning, implementation, and monitoring.
  • Facilitating dialogue, engagement, and cooperation among all relevant actors to ensure coordination, collaboration, and coherence in the DDR process.
  • Supporting the establishment and management of DDR programs, structures, and mechanisms, including registration, verification, identification, and packaging of combatants.
  • Designing and delivering individual and community-based reintegration activities, such as skills development, education, employment, health, psychosocial support, and socio-economic reinsertion.
  • Ensuring gender mainstreaming and inclusion of vulnerable groups, such as women, girls, youth, and persons with disabilities, in all aspects of the DDR process.
  • Monitoring, reporting, and evaluating DDR programs, activities, and outcomes, including impact on peace, security, and development.
  • Conducting capacity building and training activities for national and local DDR personnel and stakeholders.
  • Providing strategic and technical advice to stakeholders, and partners on DDR-related issues.
  • These duties and responsibilities may vary depending on the context and level of the DDR program.

Project reporting

  • Monitoring, reporting, and evaluating DDR programs, activities, and outcomes, including impact on peace, security, and development.

Key competencies

  • Knowledge of DDR processes, policies and practices.
  • Excellent communication and interpersonal skills.
  • Proven track record of coordinating and facilitating assessments, planning, implementation and monitoring of DDR programs in conflict-affected contexts.
  • Demonstrated experience in working with national and international partners, including government officials, civil society, donor agencies and other stakeholders.
  • Experience in project management, including developing work plans, budgets, and monitoring and evaluation plans.
  • Strong analytical and problem-solving skills to identify potential obstacles and address them in a timely manner.
  • Ability to work under pressure and with limited supervision.
  • Familiarity with the political, social and economic context of Ethiopia and the Horn of Africa region.

  • Excellent communication and interpersonal skills.
