FHI 360 is harnessing its four decades of development experience to provide humanitarian assistance in crisis-affected countries. FHI 360’s Crisis Response Team (CRT) meets the urgent needs of people whose lives are jeopardized by conflict, disaster, or displacement. FHI 360 has two open positions on its external roster for a Roving Response Coordinator. The successful candidates will deploy, as necessary, supporting leadership gaps in ongoing missions and providing interim leadership to new programs. This position will travel to field locations designated as hardship and dangerous. Candidates must be ready to deploy with short notice.
Scope of Work
The Roving Response Coordinator is ultimately responsible for meeting the project’s deliverables during the specified time in mission. Liaising with the Crisis Response HQ team, the Roving Response Coordinator is responsible for the overall leadership and management of all aspects of the project, including overseeing programs, operations, security, financial and administrative properties to achieve the project’s objectives and ensure timely delivery of the program.
The Response Coordinator will establish and maintain relationships with government officials at the national, provincial, and local levels. He/she will also represent FHI 360 to donors, partners, and other local and international stakeholders. Serving as the head of the office, the Response Coordinator will manage personnel, build the capacity of direct reports and ensure that the program meets its target on time, budget and scope.
The Roving Response Coordinator will deploy for coverage and assessments on an as-needed basis. If requested, this position is expected to deploy within 72 hours.
Specific Tasks and Responsibilities:
- Assume overall responsibility for all aspects of the humanitarian response, including management of programs, personnel, logistics, security, fundraising, external representation, and transition planning.
- Provide direct technical input in developing and disseminating tools, protocols, and interventions for programmatic activities.
- Lead the refinement of program implementation to identify areas for improvement and propose appropriate technical strategy and guidance.
- Oversee quality and consistency of programs through on-site monitoring to ensure and enhance program effectiveness and quality.
- Represent FHI 360 and the project as the most senior member of the in-country team to external stakeholders.
- Manage relationships with host country governments, NGO counterparts, and other external stakeholders.
- Develop strong working relationships with contacts in the host government and the donor community through formal and informal channels.
- Advocate with and/or advise peer agencies, local governments, donors, and other stakeholders to influence responses to promote the delivery of inclusive and high-quality humanitarian services.
- Oversee and ensure compliance with FHI 360 policy, procedures, and practices throughout the program; recommend country or emergency specific policy/procedures as required.
- Coordinate with the country office (if applicable) and Headquarters (HQ) to troubleshoot any issues and make corrective actions.
- Provides leadership and team building, immediately identifies challenges, and works with the HQ and Regional teams to overcome them.
- As necessary, support the proposal writing for new opportunities and cost modifications.
- Other tasks as requested.
- Requires at least 8 years leading complex on-site emergency response projects and/or programs
- Experience establishing startup operations/projects in new countries preferred.
- Prior work experience in a non-governmental organization (NGO) or government agency, or progressive program management experience in humanitarian assistance or related industry experience in a relevant technical area.
- Previous experience as a head of mission required.
- Working fluency in either French or Spanish preferred.
Typical Physical Demands:
- Ability to sit and stand for extended periods.
- Ability to travel over difficult terrain to remote field site locations that lack basic essentials.
- Candidate must be in good physical condition and able to carry 10 lbs/4.5 kgs of quick-run supplies for extended periods of time (>2hrs). Must understand that medical care is not readily available at the duty station.
- Produce monthly reports highlighting the progress made and plans for the subsequent period.
Location of Work
Various countries including fragile and conflict-affected countries. Various climates including tropical and arid. Consultants should expect to be deployed to HIGH and EXTREME risk locations where medical care and infrastructure are lacking.
- Level of Effort: 10-12 week deployments up to 6 months of the fiscal year.
- Period of Engagement: October 15, 2021 – October 14, 2022; extension available based on funding. Potential longer-term opportunities are available.
- Travel and accommodations are provided during mission.
- Evacuation insurance to be provided during mission.
