Evaluation of UNESCO’s work on Teacher Development At UN Educational, Scientific and Cultural Organization

The UNESCO Evaluation Office is currently seeking proposals from qualified individual consultants and/or evaluation companies to conduct the corporate Evaluation of UNESCO’s work on teacher development.

UNESCO is the UN agency mandated with promoting education and has been designated as the custodian of Sustainable Development Goal 4 on access to quality education. To achieve this ambition, UNESCO’s work has focused amongst other on the development of teachers, as essential actors of the field of education, capable of instilling learning. Quality education cannot be guaranteed without initially guaranteeing the quality of teaching.

This evaluation aims to assess the UNESCO Education Sector’s contributions to the development of teachers from a variety of angles (e.g. teacher retention, capacity-building, enhanced learning amongst students and other learners) since 2016. It will further determine the extent to which teachers can strategically feed into UNESCO’s new eight-year Strategy aimed at increasing learning and addressing various educational challenges. Based on the evidence provided and data collected, the evaluation will issue recommendations to guide UNESCO’s work on teachers and identify areas which warrant greater attention, namely in light of the significant disruption induced by the Covid-19 pandemic and the likely overhaul education systems worldwide will be subjected to.

The evaluation will take place between January and July 2021.

Your electronic offer, comprising a technical and financial proposal attached in two separate files, must be sent to ios@unesco.org on or before Wednesday 22 December 2021 at 17:00 hours (CET)**, in strict compliance with the instructions as stipulated in the Solicitation Documents.

UNESCO reserves the right to amend the documents at any time during the solicitation process. Any amendments or clarifications will be communicated directly to all Bidders who have requested for a complete set of solicitation documents and officially confirmed their intention to submit a proposal. No remuneration will be made to companies for preparation and submission of their tenders.
