Evidence and Impact Manager At Cadasta Foundation

The Cadasta Foundation provides GIS mapping technology, with training and technical support, to help governments and marginalized communities document their land, property, and resource rights. We are seeking an Evidence and Impact Manager to develop and implement strategies for data management, geospatial data analysis, and evaluation of program impact.

The Manager will provide strategic and technical support to our internal and external Monitoring, Evaluation, and Learning (MEL) efforts. We are looking for an experienced person with strong MEL skills and a strategic approach to strengthening our organizational processes that facilitate evidence of impact. The person will provide insights and shape initiatives on how data can be funded, leveraged, and used to advance the organization’s mission. As a member of a small team, the Manager has the opportunity to work with a dynamic organization dedicated to improving the lives of vulnerable people through land and resource rights. This is a technical position, but applicants should also have a background in developing and implementing a strategy, and understand the links between evidence and communications and funding.

A strong candidate will have the ability to see the big picture but also have quantitative, qualitative and geospatial analysis skills, preferably in the land sector or in related fields, such as conservation, sustainable food systems, climate initiatives, women’s empowerment, and/or related areas.

The Manager will work with Cadasta’s senior management and the program and technology teams for strategic engagement to advance Cadasta’s visibility and funding through strong evidence of impact.


  • Gather and analyze Cadasta’s body of evidence and recommend areas of inquiry, storytelling, and further research;
  • Improve and maintain Cadasta’s impact framework, Theory of Change, and indicator and ensure its integration across programs;
  • Assist in the planning and implementation of an organizational Monitoring, Evaluation, and Learning plans that incorporate country level activities and global reporting;
  • Facilitate the use/integration of meaningful and practical indicators that are contextually appropriate, measure meaningful development outcomes, and reflect a synthesis of Cadasta and partner priorities;
  • Improve the internal processes for collecting and reporting geospatial and non-geospatial monitoring, evaluation, learning, and impact data to make it more efficient, timely, and effective;
  • Provide guidance and inputs into the management and design of third party performance and impact evaluations, including rigorous research using gold standard methodologies;
  • Support efforts to identify research partners and resources for evaluations, and to identify how to leverage and mine data sets for learning and research on land and resource rights (data science, analysis, visualizations, etc.);
  • Work with across Cadasta teams to improve the collection and reporting of project impacts and learning;
  • Help design good customer feedback loops for continuous improvement of tools and services;
  • Support geospatial data management, visualization, and utilization including use of interactive dashboards capturing financial, management, and performance data; coordinate with program and tech teams on data management and use; support data analysis, synthesis, and sense-making exercises for staff, senior leaders, and stakeholders;
  • Coordination with field-based partners and projects on MEL activities and evidence-gathering when needed.

Required Skills, Qualifications and Experience

  • College degree from an accredited college or university in a relevant field with at least 5-7 years of experience relevant to supporting the planning, implementation, and/or oversight of international development evidence and impact efforts;
  • More than four years experience in developing and implementing MEL strategies, systems and processes for development programs, including the use of theories of change, results (logical) frameworks, performance indicators, data collection guidance, and a range of evaluation methodologies;
  • Experience with qualitative and/or systems-oriented approaches to monitoring and evaluation, which may include (but are not limited to): complexity-aware evaluation methods, social network analysis, geospatial analysis, constituent engagement/feedback, and others;
  • Working knowledge of MEL requirements for major public and private donor requirements;
  • Experience in facilitating utilization-focused data analysis to inform evidence-based organizational decision making and adaptive management;
  • Demonstrated facility with designing research approaches and using presentation styles that seek to engage and empower non-technical stakeholders, from policymakers to communities;
  • Demonstrated experience facilitating collaborative processes for the design of organizational and community-focused development programming and other multi-stakeholder development efforts;
  • Detail-oriented with an ability to manage multiple projects that follow a standard process, and meet deadlines;
  • Self-motivated, team-oriented, strong interpersonal skills;
  • Able to work in a fast-paced environment subject to evolving goals and priorities; and
  • Exceptional writing and oral presentation skills in English, proficiency in French or Spanish desirable.
