The Lake Chad Basin Commission (LCBC) invites interested eligible consultant(s) to express interest by submitting EOI documents for the following works:
The Lake Chad Basin Commission (LCBC) is an intergovernmental organization that oversees water and other natural resource usage in the basin. There are eight member governments – i.e., Cameroon, Chad, Niger, Nigeria, Algeria, the Central African Republic, Libya, and Sudan—chosen for their proximity to Lake Chad.

Title: Expression of Interest (EOI) – Selection of National Research and Higher Education Institutions for the Realization of Regional and Multidisciplinary Studies on Emerging Issues in the Lake Chad Basin
The Lake Chad Basin Commission (LCBC) received from GEF/UNDP funding to cover the cost of the project: “Improving the Management of the Lake Chad Basin by Implementing the Strategic Action Programme (SAP) for the Lake Chad Basin to Strengthen Climate Change Resilience and Reduce Stress on the Ecosystem.” It intends to use part of this grant to provide non-credit grants to national research and higher education institutions to support them in conducting regional studies on emerging issues in the Lake Chad Basin and in making policy and resource management recommendations for the Lake Chad Basin.
This 1 year grant aims to strengthen the capacities of beneficiaries to improve their knowledge and involvement in the resolution of issues related to the exploitation of natural resources within the Lake Chad Basin. The mandate of the national research center/higher education institution, the context and the specific objectives of the mission are detailed in the Terms of Reference.
Interested Institutions and research centers shall provide RFP containing the following information:
- A presentation sheet of the institution (area of expertise and resources…);
- Relevant references concerning the performance of similar partnerships with mandatory mention of the following information: Name of the study/research, country, period of implementation, partners;
- A preliminary proposal containing the description of the project and its interest in the Lake Chad Basin;
- The list, competencies, and responsibilities of key personnel of the research team with their Curriculum Vitae.
N/B: The eligibility criteria, short-list and selection procedure will be under the Administrative, Financial and Accounting Procedures Manual of LCBC.
