The Finance and Administration Director (FFD) is responsible for overseeing field financial and administrative management activities for all Ukrainian field activities. The FFD will provide technical assistance to field programs in implementing and complying with financial and administrative requirements to ensure compliance with donor, GAAP (generally accepted accounting principles), CFR and compliance regulations. A summary of the job responsibilities below provides an overview of the level of work to be performed. Actual work may varies depending on the programmatic requirements including total program size, grant and funding interdependencies, number of locations supported, and in-country resources.

Accounting and Finance Management Responsibilities:
- Supervise and ensure that the day-to-day accounting operations and financial management functions are performed in compliance with GAAP and donor regulations
- Implement and enforce internal controls including separation of duties, 3-way match, supporting documentation and compliance with internal and donor requirements.
- Manage and account for cash and cash equivalent funding such as preloaded credit cards, gift cards, cash, bank deposits, etc.
- Review and account for procurement transactions ensuring adequate supporting documentation
- Ensure the maintenance of accurate records of financial transactions to facilitate monitoring and financial status of all program activities
- Ensure compliance with CORE and donor regulations and procedures, develop, document and implement finance and supporting function policies, systems and procedures
- Manage the finance department, oversee training, ensure accounting deadlines are met and all transactions are properly supported
- Prepare financial reports to aid management in decision making and programmatic reviews
- Work closely with grant budget holders and proposal development, budgets and forecasting. Participate in budget realignments as required. Prepare and present actual to budget and actual to forecasted expenditures. Liaise with budget holders to explain variances to expected financial outcomes.
Human Resources Management Responsibilities:
- Liaise with Headquarters on field human resource functions to ensure efficient and effective operations including timely recording of hiring, terminations, volunteer activities, and accurate timekeeping activities.
- Ensure compliance with local labor laws including employment contracts, compensation packages, and working hours
- Serve as Safeguarding focal point and steward to policies and procedures.
- Oversee the recruitment and selection of qualified program field staff, review promotion recommendations against budget allowances, review and report timely termination of staff in coordination with supervisors.
Other Duties:
- Determine training needs for finance and human resources team and train and mentor
- Attend program coordination meetings
- Interface with governmental agencies to ensure compliance with local laws
- Liaise with donors on program matters to ensure financial and programmatic accountability
- Establish and update contact details of potential donors in-country, as applicable
- Work with key donor representatives to develop and maintain optimal financial and programmatic relationships
- Ensure maximum visibility of the agency amongst the NGO community
- Contribute to the creation of a positive CORE image, adhering to CORE Code of Conduct, ethics and values
- Ensures application and compliance of security protocols and policies when requested, facilitate emergency and non-emergency security expenditures as required
Requirements:
- Minimum of B.S. in Accounting or Business Administration.
- Seven years of relevant progressive experience including at least two years’ international experience
- Extensive experience in working with ERP systems
- Advanced excel capabilities, able to present complex financial information through excel, PowerPoint and word as required
- Experience and comprehensive knowledge of USAID regulations and donor financial reporting requirements
- Thorough knowledge of separation duties, documentation, and other compliance related matters
- Multi-cultural experience or exposure preferred
- Must be able to execute responsibilities independently
- Strong negotiation, interpersonal and organization skills
- Can function effectively in a dynamic and changing work environment, able to prioritize competing requirements
- Skills and knowledge in program sustainability and capacity building, public- private partnerships and project monitoring and evaluation
- Strong oral and written communication skills. Effective presentation skills and able to respond appropriately to questions from senior managers, donors and other parties as required
- Strong negotiation, interpersonal and organization skills
- Languages: fluency in English. Working knowledge of Polish, Romanian and/or Ukrainian language preferred
