Johanniter International Assistance has got three vacancies to fill for our offices in Goma (DRC), in Juba (South Sudan) and in Pemba (Mozambique). We are looking for:

Organisation Description: Johanniter-Unfall-Hilfe e.V. (www.thejohanniter.org) is a German Christian non-governmental organisation, dedicated to excellence in the field of first aid, ambulance service, social service programmes and other projects in the medical and social field. The Federal Headquarters are based in Berlin, Germany. Johanniter International Assistance is the operational unit for humanitarian aid, development co-operation and emergency relief, implementing and supporting projects in Health, Nutrition, WASH as well as Food Security & Income Generation worldwide.

Background – What are we doing in…

…Democratic Republic of Congo

Johanniter International Assistance has been active in DRC since 1995, with a focus on North Kivu since 2008. Its overall objective is to reduce mortality and morbidity by improving the health conditions and reducing vulnerability of IDPs and host population. In close cooperation with the Ministry of Health, interventions aim to improve the access to quality primary health care, to support the nutrition status of children under five, pregnant and lactating women and other vulnerable people (e.g. elderly people, people with disability, people living with HIV/AIDS, and survivors of SGBV) as well as improved access to water, sanitation.

…South Sudan

The overall objective of Johanniter in South Sudan is to reduce people’s vulnerability, specifically through contributing to morbidity and mortality reduction by improving the population’s health and nutrition status. Furthermore, improved access to water, sanitation and hygiene (WASH), and protection services are an existential part of Johanniter’s South Sudan programme. At present, Johanniter runs four integrated projects in Western Bahr el Ghazal State (WBeG) and Eastern Equatoria State of South Sudan focusing on maternal and basic health, nutrition (CMAM), WASH and GBV/Protection. Funding is secured through the German Federal Foreign Office, UN organisations (WFP, UNICEF) as well as a variety of private foundations. One of our strategic goals is to continue our comprehensive programme through to 2021/2022 and beyond, while seeking opportunities to expand our programmes in other areas of South Sudan.

…Mozambique

Johanniter started their activities in Mozambique in 2019 and intends to expand its program in Mozambique in the short to medium term. We plan to implement projects to support the affected population in the province of Cabo Delgado. The projects focus on WASH, Nutrition and Health and will be implemented with local partners and through self-implementation. Funding will be secured through UN organisations (UNICEF), German Federal Ministry for Economic Cooperation and Development, USAID as well as a variety of other donor agencies.

In a Nutshell

You will…

be responsible for all financial management aspects of Johanniter’s country programme under the direct supervision of the Head of Mission the Finance Coordinator will be responsible for the financial management of Johanniter’s country programme

What you will do:

Accountancy:

■ Assure Johanniter’s financial procedures are in compliance with Government and donor financial obligatory law and regulations

■ Monthly field accounts and timely preparation of financial reports for donors and headquarters (monthly closing, bank transfers, cash requests, travel claims) in compliance with donor and Johanniter procedures

■ Management of bank accounts, money transfers and maintain good cash flow in compliance with guidelines of donors and Johanniter

Budget Management:

■ Prepare overhead and project budgets, budget revisions and extensions in compliance with financial guidelines of donors and Johanniter

■ Monitor budgets, give relevant advice concerning financial matters and inform Head of Mission, Project Coordinators and HQ desk officer regularly on financial status

■ Verify and support partner organisations with financial reporting

■ Preparatory review of proposals and grant agreements/contracts prior to submission to the donors/HQ including liaising with the programmes team ensuring programme proposal correlates with organisational budged and guidelines

■ Supervise payment orders and improve payment procedures

■ Organise and coordinate of internal or external audits and ensure relevant recommendations from audits are being implemented

What you bring:

■ A University Degree in Business Administration/Accountancy or equivalent degree/experience

■ At least 3 years of experience in accounting, financial management in the field of humanitarian aid / development cooperation

■ Proficient user of accountancy and financial software – experience in SUN-Systems is a plus

■ Experience in working with public donors

■ Ability to write reports and work instructions

■ Sense of delegation and commitment to local capacity building

■ Fluency in English with excellent verbal and written communication skills

■ Taking measures for cost controlling in consultation with the Head of Mission

■ Fully adhere to JUH internal “Guideline on How to Deal with Cases of Corruption, Fraud and Conflict of Interest” and report immediately if any irregularity (fraud, cheating, etc.) noticed

■ Set-up and maintain systematic and complete filing system for all donor and audit-relevant documents (financial documents)

Administration:

■ Set-up and maintain a systematic hard and soft copy filing system for all finance related administrative matters

Other:

■ Assist the Head of Mission in security management

■ Represent Johanniter in relevant forums and networks

■ Regularly coordinate all above mentioned aspects with the Head of Mission and the Desk Officer and Controller in Berlin

What we offer:

Remuneration: Between 48.389 € and 50.936 € annual gross salary (based on internal tariff and depending on relevant previous experience).

Benefits: Social security (375€/month for expats not under German social security); rental contribution 300 €/month (except SSD-teamhouse available); international insurance package; 29 days annual leave; yearly home flight (for contracts > 1 year); Cost of Living Allowance (depending of duty station)
