role PURPOSE
The PIIA Finance officer’s role is to conduct all accounting operations submitted to him in accordance with the organization’s financial procedures and standards.
DiMensions of the Role
Financial Measures: The position does not have delegated authority for expenditures.
Accountabilities
- Prepare monthly cash forecast of PIIA and submit to Country Finance Manager
- File the vouchers per voucher types of transactions done at PIIA level
- Manage the intercompany accounts of PIIA projects and ensure all transactions have supporting document and NOs have information of posting
- Prepare the Intercompany Invoice or Credit Notes for PIIA and send to NOs /COs after Country Finance Manager approbation
- Remittance of Checks payments to Beneficiaries
- Prepare and filing bank reconciliations of PIIA bank accounts
- Analyse and clear Good Received/Invoice Received accounts for PIIA transactions
- Record Invoices/budget of Accruals for PIIA after Country Finance Manager approbation
- Record properly in SAP (Internal Orders, Invoices, Payments, Assignment of Checks, journal entries, etc.) according to the type of transactions
- Prepare check for PIIA Manager signature
- Stamp PAID and date the vouchers
- Payment of project activities (perdiems, etc.) and liquidate advance according to Plan International Mali policy
- Receipt in a register reimbursement of staff advance
- Hold the receipt book as needed, receives all cash payments from the partners for outstanding unused funds
- prepare the cash receipt support documents (payment slip, copy of the receipt)
- Prepare his/her Grant Project Financial Report according to the donor calendar
- Manage financial communication with NOs compliance officers for all PIIA projects
- Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge
Knowledge
- Holds a university degree at least BAC+3 in management, finance and / or accounting,
- Have a confirmed experience of at least 3 years in accounting operations preferably in an organization similar to Plan International,
- Have a good knowledge of the policies, procedures and practices of administrative, financial and accounting management of an international NGO in general and that of Plan International in particular,
- Have a good knowledge of the working environment of the NGOs
Aptitudes
- Great capacity of concentration and organization,
- Good listening and consulting skills,
- Excellent quality of written and oral communication in French,
- Good knowledge of the local language,
- Strong ability to use financial management software, word processing and EXCEL, ACCESS spreadsheets

Physical Environment
The position is based at the PIIA office which is a typical office environment.
It requires travel to PIIA zones, which may account for up to 20% of working time.
