360 Health Systems Diagnostics and Correction (360HSDC) is a holistic health-based development organization, focused on addressing disparities, poor health systems and the inequalities in accessing health care services to under-deserved communities by utilizing innovative technology to address health-related challenges in the development sector.
360HSDC is seeking for a Grants Manager to support USAID’s Next Generation Global Health Supply Chain Suite of Programs (NextGen). NextGen is the follow-on to the current Global Health Supply Chain (GHSC-PSM) Program. By providing commodities and systems strengthening technical assistance, NextGen seeks to transform supply chains for global health programs and achieve the following;
- Maximize the availability, quality, and affordability of medicines and other health products and achieve better health outcomes for the populations served.
- Advance the capacity, resiliency and sustainability of locally-managed procurement and supply chains in developing countries.
- Increase value for the US taxpayer and reduce the chances of waste, fraud and diversion even further.
In the Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management (Comprehensive TA) under the NextGen Program, the Grants Manager will be responsible for leading and overseeing key management operational functions of the Grants Unit. S/he will lead and support the development, implementation, and integration of standard operating practices. The Grants Manager will independently resolve internal issues that impact team efficiency. S/he is always responsible for quality assurance of award documentation drafted by the Grants team. This is a position for a proposal the organization is working on.
- Oversee and manage donor and internal reporting processes, ensuring high-quality, well-written and timely reports are submitted, including but not limited to the IDIQ Final Report and the Grants Manual
- Prepare and circulate templates, coordinate inputs, and review and edit in line with donor expectations and contractual deadlines. Maintain close collaboration with all relevant departments in their preparation.
- Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents (including through the grants database – forthcoming).
- Responsible for identifying, balancing, and tracking assignments and overall workload for the team; adjust assignments in accordance with the Grants Unit and client priorities. Monitor progress of team assignments, ensuring team members are regularly documenting status updates.
- Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control.
- Track grants processes and milestones for all awards through the grants cycle ensuring relevant information and documentation are disseminated to relevant staff in a timely manner.
- Ensure quality information management related to grants by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal documentation and Grants department tools.
- In coordination with the program teams and the finance department, flag any issues that may impede the implementation of project work plans or cause deviations from the set award course by initiating revisions, modifications, and no-cost extensions as necessary and follow through by signing and dissemination of the same.
- Maintain a comprehensive information management and filing system that ensures all donor contractual documents, reports, key correspondences, etc. are appropriately filed in up-to-date and consistent soft and hard libraries available as needed.
- Facilitate grant opening, review and closing meetings to ensure project objectives are being met and identifying any challenges, delays or deviations from the project plan. Ensure documentation and sharing of meeting minutes and action items identified in grant meetings.
- Proactively identify compliance risks throughout the portfolio and advise programs, support teams and senior management on necessary actions.
Donor Engagement Support and Representation
- Support program development through review of specific project proposals for Task Orders.
- Provide capacity building support to in-country teams in areas under Business Development & Partnerships such as in proposal writing and report writing.
- Collate and disseminate donor-specific requirements and guidelines for tenders and proposal processes.
- In conjunction with the Program Directors and the Technical Leadership/Management, represent 360HDSC externally with donors, peer agencies, and strategic partner organizations through building relationships and networking.
- Serve as focal point for relaying updates from field sites to specific donors and ensure instructions on programming changes from donor are communicated to field.
- Provide timely support in processing of emergency requests under project contingency funds and crisis modifiers by assessing competing emergency needs, prioritizing interventions for emergency funding and preparing requisite documentation in coordination with the Program Managers and Technical Leadership.
- Support the Technical Leadership in policy influencing (advocacy) activities at relevant local and regional levels, consistent with the 360HSDC Program Strategy.
Education: (Degree in Business Administration, Economics, or International Development or other relevant experience)
- Bachelor’s degree with 10 years of relevant experience; or
- MS/MA/MBA with 8 years of relevant experience; or
- JD/ABD with 6 years of relevant experience; or
- Ph.D. with 5 years of relevant experience; or
Experience and Skills:
- Field experience in grants acquisition, financial analysis, law, accounting/auditing, and business analysis. (See “Education” section for number of years of required experience).
- Demonstrated advanced knowledge of applicable USAID Assistance Regulations such as Code of Federal Regulation (CFRs) and Automated Directive System (ADS) series; Office of Management and Budget (OMB) Circulars and other directives governing grants and contracting.
- Experience working with USAID-funded awards. This is a pre-requisite for hire.
- Experience working with federal awarding agencies and/or international non-governmental organizations.
- Experience in managing, negotiating, and resolving highly complex tasks, awards, and award-related issues in an effective manner.
- Exceptional attention to detail and excellent analytical, critical thinking, leadership, and organizational skills.
- Strong written and verbal communication and presentation skills to express ideas verbally and in writing, document procedures, and professionally represent the organization to internal and external parties.
- Familiarity with financial management procedures and systems such as USAID Global Acquisition and Assistance System (GLAAS), Phoenix, ASIST, or similar applications.
Proficiency in English and one other language spoken in one of the following regions: West Africa, Central Africa, East Africa, Southern Africa, Asia, Europe, the Middle East, South America, and the Caribbean.
