Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Background Information

Migration is a core, cross-cutting dimension of the 2030 Agenda for Sustainable Development and the Addis Ababa Agenda. Mobile populations, whether internal, cross-border or displaced are a key target group for the achievement of the Sustainable Development Goals (SDGs). Migration, including displacement, also has an impact on the achievement of the SDGs.

The 2030 Agenda for Sustainable Development, adopted in 2015, is the principal multilateral framework guiding the development activities of the UN system and the international community more broadly. IOM’s entry into the UN System in 2016 brought the organization into the United Nations Sustainable Development Group, whose mandate is to support the implementation of the 2030 Agenda for Sustainable Development. Adopted in 2018, the Global Compact for Safe, Orderly and Regular Migration (GCM) marked a tremendous opportunity for improving cooperation on international migration. The GCM presents a common understanding, shared responsibilities and unity of purpose regarding migration, with a view to making migration work for all. It recognizes migration as a source of prosperity, innovation and sustainable development, which can be optimized by improving migration governance. Rooted in the#2030 Agenda, the#GCM provides a roadmap#to facilitate safe, orderly and regular migration, and a robust framework to support the migration dimensions of the SDGs.

The repositioning of the UN system to deliver on the 2030 Agenda and the strong rooting that the GCM has in the 2030 Agenda provide powerful impetus for IOM to integrate the UN’s multilateral development frameworks as a central pillar of its work. This involves ensuring GCM implementation is leveraged to support the achievement of the 2030 Agenda in accordance with the Institutional Strategy on Migration and Sustainable Development and through the organization’s collaboration with governments, UN partners, donors and other stakeholders. Central to this work is building strong partnerships through the UN Network on Migration (UNNM or Network), for which IOM is the Coordinator and Secretariat, as well as engaging more effectively with the new generation of UN Country Teams (UNCTs) to ensure that migration issues are reflected in the UN Sustainable Development Cooperation Frameworks (UNDSCF) and broader UNSDCF priorities.

Through the UN Network on Migration’s workplan, IOM is co-leading Core Workstream 2.1 dedicated to strengthening the UN system for GCM implementation, and Core Workstream 2.2 focused on empowering Member States to develop and implement national GCM implementation plans. Moreover, IOM continues to ensure that migration is increasingly well-governed by strengthening the capacities of IOM staff, governments and other stakeholders to better understand how different governance areas are interrelated and affected by migration, and to what extent sectoral policies in areas such as health, labour and trade can facilitate or impede the contribution of migration to sustainable development.

In preparation for the first International Migration Review Forum (IMRF) to review GCM implementation, which will take place in 2022, the Migration and Sustainable Development Unit will provide increased support to Member States and stakeholders. The Intern will support the Migration and Sustainable Development Unit in its role as co-lead of UNNM Core Working Groups 2.1 and 2.2, including engagement in internal and external processes related to the UN Network on Migration, GCM implementation, and the IMRF. Key activities within this workstream include capacity development, knowledge management, engagement in various policy fora, and multistakeholder collaboration. The intern will provide coordination support, administrative assistance and logistics for online meetings, trainings, workshops and activities related to the IMRF, as well as support for the fulfilment of the deliverables articulated in UNNM Core Workstream 2.1 and Core Workstream 2.2 workplans.

Supervision

The Intern will work under the overall guidance and supervision of the Head, Migration &Sustainable Development Unit/Team Leader, Department of Peace and Development Coordination, HQ, and under the direct supervision of Coordination Officer (Migration & Sustainable Development). The Intern will also be expected to work in close coordination with the Migration and Sustainable Development Unit colleagues on various products, processes and deliverables.

Core Functions / Responsibilities:

The Intern will have the following duties and responsibilities:

  1. Support the preparation of training, awareness raising sessions and workshops to enable the usage of tools developed in the context of the UN Network on Migration Core Working Groups 2.1 and 2.2.
  2. Assist in preparing and adjusting presentations and material to support the roll-out of Core Working Group 2.1 and 2.2 trainings, guidance, and products, including the UNNM UNCT Training Integrating Migration into Common Country Analyses and Cooperation Frameworks and the Implementing the Global Compact for Safe, Orderly and Regular Migration (GCM): Guidance for national governments and all relevant stakeholders. Provide logistical and administrative support to Country Offices and Regional Offices as needed in support of tailored training packages and presentations delivered to UN Country Teams and UN Agencies, government partners, implementing partners, etc.
  3. Support the preparation of Core Working Group 2.1 and 2.2 meetings, collaboration and exchange, including to provide administrative and technical support, draft meeting agendas, organize logistics, and take notes.
  4. Conduct desk research, collate information, and review material to help inform departmental inputs to institutional and Network processes, including briefs, background papers and reports in preparation for the IMRF.
  5. Support the maintenance of shared workspaces, include to update Microsoft SharePoint sites and Core Working Group 2.1 and 2.2 Microsoft Teams spaces.
  6. Prepare and share social media content related to IOM’s involvement in GCM implementation and the IMRF on the Migration and Sustainable Development Unit’s social media channels, including Twitter, Facebook and YouTube.
  7. Provide logistical and administrative support for training reporting and evaluation activities, including to collect pre-training surveys and post-training feedback forms and track training metrics in internal systems.
  8. Attend thematic meetings and events as needed to listen and record notes in support of the Migration and Sustainable Development Unit’s engagement in internal and external events including preparatory events and meetings for the IMRF.
  9. Support the Migration and Sustainable Development Unit’s communication and knowledge management activities by collecting examples, practices, case studies, and lessons learned gathered through the GCM/UNNM portfolio.
  10. Perform such other duties as may be required.

Training Components and Learning Elements

• The Intern will gain on-site experience in working in an international multicultural environment, within the United Nations system;

• The Intern will gain a better understanding of IOM’s work as an inter-governmental organization in the field of migration and sustainable development, including cooperation with the government partners and UN agencies;

• The successful candidate will acquire technical knowledge in migration and sustainable development, migration and 2030 Agenda, GCM implementation and international development cooperation;

• The Intern can also access online training courses at the disposal of IOM interns.

• The successful candidate will have the possibility to interact with the multi-stakeholder constituents, as well as with the internal and external partners involved in organization and implementation of capacity building, communications and knowledge sharing activities.

Required Qualifications and Experience:

Education

University degree in Development Studies, International Relations, Migration Studies, Political Science, or a related field in the social sciences from an accredited academic institution.

Experience

• Good level of knowledge and experience in sustainable development and migration issues, including policies, regional and international cooperation, and local development;

• Experience working in multistakeholder engagement components and/or projects implemented in cooperation with other UN Agencies desired;

• Practical experience of how-to multi-task, prioritize and work independently.

Skills

• Excellent writing skills, incl. ability to write content in a concise and clear manner;

• Strong analytical and organizational skills;

• Knowledge of training, capacity building and/or knowledge management practices;

• Ability to rapidly learn and understand the Organization’s structure and portfolios;

• Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds;

• Proven ability to produce quality work accurately and concisely according to set deadlines.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Spanish and/or French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
