SUMMARY OF THE POSITION

The Monitoring and Evaluation Coordinator is responsible for the development of monitoring and evaluation (M&E) systems and ensuring the implementation of monitoring M&E tools and mechanism at the implementing entity/partner level. This will be done in conjunction with the national strategic plan, national monitoring and evaluation plan.

 

The Monitoring and Evaluation Coordinator (M&E) is required to monitor, on a quarterly basis, the project performance indicators in collaboration with the Monitoring and Evaluation Officer and implementing entities. The M&E Coordinator will ensure the monitoring of implementing entities planned activities, the use of resources and tools and the epidemiological situation and identify possible bottlenecks and propose anticipatory solutions.

Key Responsibilities

  • Oversee the development and implementation of monitoring and evaluation (M &E) plans, this includes monitoring progress, evaluating effectiveness, and sharing the results of programmatic activities and project innovations;
  • Identify needs in the design of monitoring and evaluation (M &E) systems for data collection and indicators for the assessment of program results;
  • Ensure that the necessary information for daily reports, data collection and special studies are collected, analyzed and used to direct the planning of internal projects and inform external stakeholders on the activities and achievements of the project;
  • Ensure that monitoring and evaluation (M&E) activities will facilitate Plan and donor in monitoring progress, challenges and performance;
  • Evaluate the impact of the program on target populations;
  • Investigations on the effectiveness of the program;
  • Contribute to research;
  • Ensure that components of monitoring and evaluation (M&E) are fully developed and integrated in the actions of the project plans;
  • Participate in the development and adaptation of indicators for measuring the results of the program, identify and evaluate best practices and approaches in respect to the project;
  • Lead assessments by developing indicators, establish the objectives of the programme to ensure the collection of data and periodic reporting of results to the executive Plan team;
  • Prepare and circulate periodic program reports and incorporate statistics and surveys available;
  • Review and evaluate the availability of data, (entries and data sources), the flow of data, and the use of these data for decision-making;
  • Implement, in collaboration with the MERL Manager, recommendations that address current gaps in the collection of data, encoding, source, stream, forms, records and reports;
  • Suggest more strategies for the strengthening of the collection of the data, their interpretation and their proper use;
  • Regularly monitor data and provide reports to the technical team of the project to assist in the development of the goals and objectives of the programme and the strategies and tools;
  • Assist in the development and documentation of practical M&E sources, which includes tools, methodologies and approaches;
  • Maintain an inventory of information of strategy and best practice for success;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
  • Perform any other duties as assigned by Supervisor(s).

 

Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:

Gained through education, training, & experience

Essential

  • Advanced university degree (Master’s Degree or equivalent) in sociology, epidemiology or public health;
  • A minimum of 5 years of experience in monitoring and evaluation of health programs, this includes using data to inform decision-making, communication, the planning and allocation of resources and other strategic initiatives. Experience with projects funded by the Global Fund preferred.
  • Knowledge and familiarity with applied research and monitoring and evaluation research approaches, including working with health information systems;
  • Strong analytical and quantitative skills, and the ability to communicate technical information clearly and effectively to colleagues including technicians and non-technicians;
  • Experience and technical expertise working with community organizations, NGOs, and government agencies;

 

Skills:

  • Ability to work independently and with teams; being proactive and anticipating the needs of the team;
  • Strong problem solving skills;
  • Advanced computer skills, specifically with Microsoft Office;
  • Strong command of oral and written English; Knowledge
  • Expert in data management and statistical analysis;
  • Knowledge of processing and data analysis software (SPSS, EPI-INFO, etc.)
  • Experience in formative supervision and coaching;
  • Strong negotiation skills, adult learning and facilitation of meetings;
  • Ability to synthesis and analysis information;
  • Skills in writing reports, summaries, articles and briefing notes;
  • Ability to work in a team and under pressure;
  • Ability to travel frequently to programme areas and outside the host country.
