WFP Somalia’s four-year Country Strategic Plan (CSP) 2022-2025 focuses on a new strategic shift towards strengthening resilience of communities, recognizing the interconnected nature of relief, nutrition, safety nets, food systems, capacity strengthening and partnerships, and addressing some of the above causes within the context of chronic drought and frequent climate-related shocks.
Under SDG2, a key focus area for WFP is to build sustainable food systems and value chains, to improve the availability, accessibility, affordability, and consumption of nutritious and healthy diets in Somalia and to prevent and reduce the impact of man-made and natural shocks on vulnerable populations. This position will support the implementation of WFP’s joint food systems project, working with smallholder farmers on improving agricultural value chains, with a focus on reducing post-harvest loss (PHL) and improving market linkages. Responsibilities include technical work including the planning, implementation and coordination of project specific activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices.


– Planning
1) Spearhead WFP Somalia Country Strategic Planning (CSP), Annual Performance Planning ensuring inclusive consultations throughout the processes; draw lessons learned and achievements from the previous plan

2) Prepare the CSP and project-specific log frame through consultative processes across Somalia office

3) CSP Monitoring, learning and evaluation Planning & Budgeting

4) Programme/project specific monitoring/ assessment planning

5) Lead on the development of M&E strategies and Standard Operating Procedures

– Monitoring

6) Develop annual-, program- and activity-specific monitoring plans

7) Lead the design of monitoring toolkits in consultation with main internal and external stakeholders

8) Design of methodologies for data collection and analysis plans, both qualitative and quantitative methods

9) Lead and coordinate data collection exercises (remote monitoring and physical) e.g., assessments, post-distribution monitoring, process monitoring, outcome surveys, special surveys

10) Lead on analysis of data/information collected

11) Ensure corporate minimum monitoring requirements are met as per the Corporate Results Framework business rule, including data projected in corporate systems

12) Manage field monitors, both WFP and third-party monitoring monitors

13) Analyze and prepare monitoring reports in collaboration with relevant colleagues in the field, program, supply chain, etc

– Review and Learning

14) Lead and coordinate on WFP’s Country Strategic Plan (CSP) reviews and other thematic reviews intended for internal learning, strategic and operational decision-making.

15) Contribute to decentralized and centralized evaluations organized and managed by WFP, UN Country Team, donors, partners, etc.

16) Develop innovative and user-friendly information products from monitoring, review and evaluation findings to inform decision making (reports, dashboards, presentations)

17) Support WFP Management in addressing recommendations from monitoring, reviews and evaluations through development and follow-up of action plans

– Accountability

(Accountability to people we serve and communities)

18) Manage WFP’s hotline, ensuring beneficiary and community feedback and complaints are captured, recorded, followed-up and resolved on a daily basis

19) Disseminate information on WFP programme implementation and assistance entitlements to beneficiaries through the hotline

20) Ensure that information received/collected through call centres is analysed, packaged, and disseminated to internal stakeholders for learning and accountability purposes

21) Design and update case management Standard Operating Procedures on a regular basis.

(Accountability to resource partners)

22) Manage donor information requirements on monitoring and evaluation

23) Manage donor third-party monitoring information requests; coordinate information on sites for monitoring with field level; provide beneficiary lists for sampling, etc.

24) Ensure third-party monitoring findings are properly verified (through the call center or site visits), circulated, analysed, response provided, and acted upon.

– Capability development and mentoring

25) Provide capacity strengthening to staff and partners on the objectives of CSP and how WFP will measure achievements

26) Design capability development strategies and Unit plans at the country office and field levels

27) Promote capability development sessions and trainings

28) Other relevant duties requested by line manager.


Education: Advanced University degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.
