Product Development Project & Market Research Consultancy Role At Flowminder Foundation

Background Information

GridSample is an online tool that is managed by Flowminder and which enables end-users to create samples for household surveys via a website/user interface ( using gridded population data. It is designed with a click-and-point interface and pre-loaded datasets to enable easy selection of gridded population survey clusters using guided workflows, allowing users to select the specific parameters needed.

GridSample relies on gridded population estimates, which is a useful alternative for sampling when other sampling frames/methods (such as the enumeration areas produced during national census activities) are outdated or inaccurate. GridSample allows users to generate custom-sized enumeration areas.


Flowminder is seeking to appoint an individual consultant or firm of consultants with the necessary background, skills and experience required to undertake a market research and product design project which will inform the future development of GridSample. The assignment is structured into several components, and we would ideally like to appoint one consultant to deliver all components but we will also consider applications from firms or consortia of consultants to deliver this assignment. Any firm or consortium should clearly identify the lead consultant with whom Flowminder would be contracting as the primary, accountable delivery agent.

Description of Services Required

The appointed consultant will carry out the following tasks:

  • Conduct a review of GridSample’s existing user base to identify key/frequent/critical users
  • Consult with relevant users their current perceptions of including any pain points experienced in using the tool and any new features which they would like to have developed
  • Conduct a market evaluation, including assessment of new and potential new user’s willingness to pay for GridSample and related services (including but not limited to: training offers, new features, alternative ways to query GridSample databases, alternative datasets to include etc)
  • Identify suitable pricing models/structures by which to enable GridSample to become self-sustaining as a product managed by Flowminder
  • Compile the findings of this research into a report to Flowminder, including providing recommendations for the future of GridSample as a product, based on findings of the research

The exact approach to be taken is open for discussion but we expect the consultant to conduct semi-structured interviews with key stakeholders.

The output of the work must be summarised into a report (max 20 pages without annexes) and presented to the Flowminder Foundation. The report structure will be discussed and agreed upon with the selected consultant/firm but is likely to include, at a minimum: Executive Summary, Methodology description, Findings, Conclusions, Recommendations.

Period Performance

The work is expected to be carried out between 1 February and 31 March 2022.

A final draft of the report is expected to be submitted by 15 April to Flowminder Foundation. Comments from the Flowminder Foundation will be provided by 22 April, and are expected to be integrated or addressed by 30 April 2022.

Competency Specification

Flowminder is looking for individuals or firms to complete this assignment who can demonstrate the following competencies.


  • A clear track record of market research or evaluation projects in relation to research outputs or tools.
  • A basic understanding of social research surveys and sampling.
  • A clear track record of advising software development companies or organisations who have developed software on the pricing models for their products or services.
  • Good knowledge of best practices in business administration and organisational strategy.
  • Excellent organisational and project management skills.
  • Excellent written communication skills, and a strong ability to conduct the specified evaluation activities to produce effective evaluation reports.
  • Resilience and an ability to work under pressure.
  • Ability to actively listen and summarise/synthesise complex information to draw effective conclusions and recommendations.
  • Good understanding of the value of big data for public policies and the development and humanitarian sectors.
  • Fluency in written and spoken English.


  • A background in software development, engineering, user consultation etc. (desirable)
  • Experience of working with technology start-up companies or similar (desirable)
