CRS has worked in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to address needs across the country. CRS’ projects in Uganda currently include agriculture and value chain, landscape restoration and climate change adaption, health and health systems strengthening, microfinance, and DRR, humanitarian response and recovery. CRS Uganda implements its programs through partnerships with other organizations, including the Catholic Church, faith-based organizations, international and Ugandan NGOs, government ministries, private sector companies and academia, for maximum impact and sustainability. CRS Uganda employs around 180 staff and has its main office in Kampala, with sub-offices in Moroto, Yumbe, and Kyangwali districts. With our more than 30 partners, we served over 1m Ugandans in 2021.
Uganda is currently hosting a population of around 1.3 million refugees, hailing from South Sudan, the DRC, and Burundi. Uganda has one of the world’s most accepting and progressive policies with regards to refugees, providing a welcome and safe environment, allowing access to social services, land, and right to work. Uganda currently hosts around 1 million South Sudanese refugees, as a result of fighting between government and opposition forces since independence in 2011. Uganda also hosts over 200,000 refugees from the DRC, with the number currently increasing as a result of persistent insecurity over the border. Refugees are hosted in areas called “settlements”, where they live in relative peace and harmony with nearby host communities, sharing schools, clinics, and other services.
In the last years, CRS has expanded its successful Emergency Response and Recovery Program beyond the refugee response in Bidibidi and Kyangwali settlements to respond to natural disasters in non-refugee hosting districts, supporting over 13,000 Ugandans to recover with market-based programming. CRS also works closely with disaster management committees in Mt. Elgon sub-region to develop and implement action plans that mitigate the effects of natural disasters in the region. In addition, CRS is working with district health department staff in Karamoja and Tororo to increase COVID-19 vaccination rates in hard-to-reach areas.
CRS is the co-chair to the national Shelter and Settlements technical working group together with UNHCR and the Office of the Prime Minister, providing a unique opportunity to harness Ugandan experiences in providing refugees with safe, durable and appropriate shelter and settlement solutions. In addition, together with FAO and WFP, CRS co-chairs the national Food Security, Livelihoods and Nutrition Thematic Working Group.
This is a hands-on position responsible for providing strategic and technical leadership of the expansion and implementation of the Country Program’s (CP) emergency response, recovery and resilience (ERRR) programming, which is currently valued at $3.7 million/year. The right candidate will find the nexus between meeting continued urgent needs in Shelter, WASH and FSL, and a sustainable resilience approach. In addition, the position ensures effective systems and processes are in place that result in responsive, quality and accountable programs, and sector leadership, especially in Shelter and Settlement. The incumbent in this position will provide CRS leadership and representation at a national level on all emergency response, recovery, and resilience events, meetings, and activities in support of the Country Representative. She/he will mobilize resources for the ERRR program, finalize and deepen the CP strategy, and provide technical and management support to the ERRR offices.
Job Roles and Responsibilities:
• Support the CRS Country Representative in representing the organization and collaborate, coordinate and communicate on a regular basis with donors, INGO key sectoral working groups, the UN, and relevant local government and community actors to keep abreast of changing needs on the ground, to develop synergies, and to identify opportunities for new service delivery.
• In close collaboration with the CP Senior Management Team and Yumbe Emergency Coordinator, provide management and technical support to the planning, strategy and implementation of all emergency response and recovery activities in line with CRS quality standards, donor requirements, national and international standards and ensure program components are implemented in an integrated manner with other ongoing CP programming.
• Together with the country program senior staff, ensure CRS and partner staff work in a safe and secure manner, while protecting local communities and beneficiaries. Ensure strict adherence to the CRS Code of Conduct and effectively ensure prevention of sexual exploitation and abuse.
• Work with the Head of Programs to ensure seamless integration of all ERRR programs into the country-wide accountability system.
• Lead the strategic planning and mission development of the ERRR program in accordance with CRS‘ global strategic focus areas, and in-country needs.
• Engage in medium and long-term planning and strategy activities, including formulation of new proposals and a continuous quality improvement of and innovation within programs.
• Lead assessments to new communities where needs are emerging; act as the “face of CRS” in these new communities during the early stages. Carry out emergency needs assessment using necessary tools available internally and within cluster mechanism.
• Ensure gender, diversity, conflict sensitive approaches, and issues related to inclusion and protection are being addressed in project cycle management.
• Develop, review and regularly update Emergency Preparedness strategy/plan for Uganda including capacity building of staff and partners.
• Develop and implement continuous capacity strengthening initiatives for the ERRR team, including rotation of staff between different project locations and programs.
• Promote MEAL and knowledge management by leading program/project realtime evaluations and after-action reviews and reflections with staff and partner representatives and documentation of good practices and lessons learned for assessments, to adjust strategies and implementation plans, to inform future programming initiatives and approaches, and to contribute to organizational learning.
• Ensure full integration of ICT4D into the ERRR program including but not limited to mobile data collection, electronic asset transfer systems, GIS mapping, and complaints and response mechanism.
• Mobilize resources for the expansion of the ERRR and continue to identify new areas of funding and partnership.
• Serve as the technical lead coordinator to ensure quality emergency proposals per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
• Identify emergency capacity building needs for staff and partner organizations and take the lead on planning emergency training and capacity building programs and activities, developing curriculums, and delivering trainings. The objective is to transfer major project implementation responsibilities to local partners over time.
• Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
Typical Background, Experience & Requirements:
Education and Experience:
• Master’s Degree in International Development, International Relations or relevant field.
• Minimum of 7 years of field-based work experience in a program/project management position with an international NGO, with preferably at least 3-5 years working in emergency response, recovery, and/or resilience programming.
• Demonstrated experience working within humanitarian coordination infrastructure, including strong understanding of mandates and roles of various stakeholders. Previous experience as a cluster or working group coordinator highly desirable.
• Strong knowledge of emergency humanitarian standards, especially in Shelter and Settlement, WASH, Livelihoods, and Education.
• Demonstrated ability to represent the organization at coordination meetings with donors, host government UNOs, and other national and international NGOs.
• Experience with emergency strategy design and proposal development. Familiarity with policies, procedures, and priorities of USAID, BPRM, DFID, EU ECHO, UN agencies and Caritas agencies preferred.
• Experience in building and motivating diverse and talented teams.
• Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
• Strong strategic, analytical and problem-solving skills, with ability to make sound judgment and decisions with limited or incomplete information and offer innovative solutions.
• Ability to think high level, looking at challenges with an outsider’s eye, and develop and operationalize creative solutions.
• Strong representation and relationship management abilities. Ability to relate to people at all levels internally and externally, and foster compromise and win-win solutions.
• Ability to work in a fast-paced environment and juggle multiple priorities.
• Able to spend time in an environment where everyday comforts are not readily available.
• Ability to function well in a stressful environment, stay focused, and maintain sufficient work life balance with limited options for downtime activity.
