Key Accountabilities:

  • Provide strategic and technical support for the integration of WFP’s relevant policies and related humanitarian and human rights normative frameworks across WFP operations in the Somalia context.
  • Provide input in the development and guide the integration of AAP into all key documents of WFP to guide implementation of programme activities.
  • Lead on reporting against and implementation of the WFP AAP commitments as well as the Core Humanitarian Standard on Quality and Accountability (CHS) and Sphere Standards to all work developed and implemented in ways that improve accountability to affected populations.
  • Provide training support for WFP and Cooperating partners (CPs) staff on AAP Commitments.
  • Lead the development and dissemination of relevant guidelines in consultation with other clusters and partners
  • Work closely with programme teams and CPs to ensure the provision of clear, up-to-date communications on programme and beneficiary rights for affected communities as well as ensuring provision and awareness of accessible community feedback mechanisms.
  • Ensure timely liaison and referral of cases to CPs for action on issues raised by programme participants and affected population, leading action on more sensitive cases.
  • Produce regular reports and briefings to relevant teams on trends and status of issues raised through the Complaints and Feedback Mechanism (CFM) to facilitate timely programme adjustment and action as relevant.
  • Carry out joint field verification visits with CPs to follow up on critical and/or repeated issues raised
  • Actively participate in and provide technical support for Collective Accountability initiative that is, the Community Engagement and AAP Working Group for Somalia in collaboration with key stakeholders.
  • Actively participate as a resource person during the national co-ordination meetings to provide updates on cross-cutting issues (protection, AAP, Gender) as they pertain the Food Security Cluster
  • Provide training support for Food Security Cluster Vice Co-ordinators on cross-cutting issues with specific focus on AAP.
  • Analyse primary information from stakeholders (affected populations, INGOs, UN agencies and others) on the situation and experience of crisis-affected populations and propose solutions
  • Any other duties, as required

Standard Minimum Qualifications

Education:

Advanced University Degree in one of the following disciplines: Social Sciences, International Development, Political Science, Law or related field; have specialization in protection and/or human rights-related fields is preferred. Or, a First level university degree with additional years of experience.

Experience:

At least 6 years or more of solid, responsible and relevant work experience in humanitarian organisations and operational implementation.

Knowledge and Skills

  • • Experience in humanitarian settings and in complex environments
  • • Strong analytical, writing and communication skills
  • • Sound knowledge and skills in training and facilitation
  • • Knowledge of UN system policies and functions pertaining to promotion of protection, accountability and inclusion risk mitigation and good practice
  • • Strong capacity in establishing and sustaining relationships with diverse stakeholders
  • • Capacity to innovate solutions for protection, accountability and inclusion relevant to social, cultural and political norms at local and national levels

Language: Proficiency in oral and written communication in English.
