The Humanitarian and Stabilisation Operations Team(HSOT)is contracted through Palladium by the Foreign, Commonwealth and Development Office(FCDO)to provide support services and an operational team deliveringadviceandassistanceonhumanitariandisastersandemergencies.

This is a Fixed term employment contract until 30thNovember 2022, and will be working in the Humanitarian Projects team (HPT) and will be responsible for managing end to end deployments of consultants recruited to support FCDO.

The role also involves managing a portfolio of strategic relationships to deliver emergency response capability and humanitarian engagement on behalf of FCDO. This includes the following: UN Standby Partnership (SBP) mechanism; UN Disaster Assessment and Coordination (UNDAC) roster; UK International Search & Rescue (UKISAR) Coordination and Hostile Environment & Safety (HEST) Training.

Primary Responsibilities

The primary responsibilities of the Deployments/Project Manager are:

Manage full deployment cycle including managing contractors travel and deployment arrangements, and liaison with the Security Adviser on duty of care requirements and advice on specifics of security kit to issue

Ensure compliance with company policies, SOPs and Guidelines and client rules and regulations

Managing relationships with the client and consultants during their assignment to ensure any welfare, performance concerns are escalated and dealt with in a timely manner.

Manage and process contractors’ expenses and invoices in a timely manner, escalate to project leadership (line manager or Deputy Director level) any significant delays

Ensure pre-deployment briefing and end of contract debriefs are complete and appropriate

Assume overall accountability for project budgets, ensuring that projects are delivered in line with budget and forecast and that they deliver the required financial return

Manage project cost, revenue and accruals in line with client expectations good financial management

Oversee of project invoicing and debt, ensuring projects are billed in a timely manner

Report against project and client financial metrics

Contribute to Emergency Response capability and deploy in event of rapid humanitarian response

Responsible for submitting recommendations to FCDO regarding specific portfolio funding requests, in line with FCDO policy and priority areas and in liaison with HSOT advisers;

Manage budget approvals and finance reporting

Responsible for accurate data management and tracking of partner communication, where applicable

Essential qualifications

Proven experience in project administration including budgets, invoices and forecasting

Experience of deploying or dealing with staff working overseas would be an advantage

Experience of managing induction processes would be an advantage

Outstanding organisational skills such as prioritising, planning, managing information, and meeting deadlines

Strong communication and interpersonal skills, and proven experience of building excellent working relationships, both internal and external

Ability to communicate complex procedures and situations to varied stakeholders

Proven ability to deal with a varied workload and often conflicting deadlines

·Be able to work shifts when the business requires it (i.e.: some weekends or late evenings)
