Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997. UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realization of following strategic goals: Mainstreaming gender in governance, peace and security; Supporting women’s economic security and rights; and Promoting women’s rights and protection against violence.

In this framework, UN Women Palestine is looking for a consultant to develop a Resource Mobilization Strategy. The consultant will work under the direct supervision of the Special Representative to provide specialized expert inputs, guidance and advice on the strategy. The consultant will develop a comprehensive Resource Mobilization Strategy with the aim of broadening the funding base in support of UN Women’s programme of work and articulating strategic approaches and activities which will help generate diverse and adequate resources to enhance the impact of its work. This includes funding for results at the normative and coordination levels as well as the operational level.

Duties and Responsibilities

Under the overall supervision of the UN Women Special Representative in the State of Palestine, the Consultant will undertake the following tasks, duties and responsibilities:

  1. Propose an annotated outline of the Strategy.
  2. Write a four-year resource mobilization strategy aligned to the organization’s global 2022-2025 strategic plan and Palestine Strategic Note (2018-2022) with clear targets for financing the strategic plan resulting in a diversified donor base and significant increase in the levels of predictable funding for UN Women’s work.
  3. To inform the strategy, the consultant will:
  4. Review relevant UN Women documents including the 2018-2022 Palestine Strategic Note and other relevant strategies, assessments, surveys, audits and evaluations relating as well as UNCT documents (CCA, etc.).
  5. Conduct a comprehensive analysis (including trends analysis on development aid/ financing) of potential global and regional funding partners to map the feasibility of securing funds for UN Women Palestine work and for thematic areas. Map donors’ (including traditional, potential and emerging donors such as BRIC countries, the Gulf States, private sector and philanthropists’ foundations) strategic areas of interest (including opportunities for South-South Cooperation and Triangular Cooperation), funds available, grantees, funding windows, requirements and guidelines and interest in funding UN Women’s programmes.
  6. Identify opportunities to leverage UN Women’s diverse networks and platforms (e.g. Women’s Empowerment Principles, Media Compact) to engage new partners.
  7. Identify opportunities to leverage UN Women’s communications platforms to support RM approaches (donor visibility, communication of results etc.).
  8. Within corporate formats, consider how results-focused donor reporting can be enhanced to demonstrate return on investment for existing partners and foster a responsive environment for proposals to scale-up investments.
  9. Looking ahead to the elaboration of the next UN common strategic framework in the State of Palestine and informed by the findings of the UNCT-SWAP Gender Equality Scorecard, identify potential areas for joint RM for joint programming by UN Women and its UNCT sister agencies.
  10. Develop a Donor intelligence and innovative strategies database with:
    • Assessment of the priorities of traditional donors in the region and country.
    • Assessment of innovative financing options currently in practice in the country and the region (including among UN and other partners), and where possible, an assessment of the pros and cons of such experiences.
    • A SOP for the maintenance, review and update of this database, drawing on UN Women’s expertise and ongoing engagement with partners.
  11. Forward looking suggestions for innovative financing approaches that are yet to be tested.
  12. Review current organizational functions and structures to establish how best can functions and institutional arrangements support effective resource mobilization implementation; identify areas where the Palestine CO could approach the Regional Office for the Arab States for technical assistance / backstopping to advance implementation of the country-level strategy.

Present the draft strategy to internal audience and revise the document based on feedback received.

  • Deliverable 1: an annotated outline of the Strategy with workplan, expected delivery date 31 January 2022.
  • Deliverable 2: A comprehensive four-year resource mobilization strategy that includes: (i) overview and situational analysis; (ii) Resource mobilization with clear actions, targets and timelines; (iii) Organizational framework / structure including capacities, roles, budget, work-flow processes and mechanisms; (iv) Monitoring and evaluation. Annexes should be attached, including i) maps of donor interests, priorities, funding windows, typical funding amounts, focal points, ii) policy framework and tools including communications materials; expected delivery 15 March 2022.
  • Deliverable 3: An annex that outlines a series of fundraising communication materials that need to be produced to secure funding/ raise the profile of key UN Women in Palestine, expected delivery 319 March 2022.
  • Deliverable 4: A plan and budget proposal for building the capacity of key staff in mobilizing and leveraging resources, expected delivery 15 April 2022.

Education:

  • Proven experience of at least seven years on mobilizing resources from non-traditional sources.
  • At least three years knowledge of current terrain of financing for gender equality, an asset in Palestine and/or Arab States.
  • At least five years’ experience in communicating development results.
  • At least seven years’ experience in business model and strategy development.
  • Experience with UN system operations and management of donor relations.

Language Requierement:

Fluency in English, very good writing and analytical skills.

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above, and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

  • Advanced and/or postgraduate degree in Economics, Business Administration or any other related field. (5 points).
  • Minimum of fifteen years of expeirence, demonstrating significant results in the field of resrouce mobalization (15 points).
  • Proven experience of at least seven years on mobilizing resources from non-traditional sources (15 points).
  • At least three years knowledge of current terrain of financing for gender equality, an asset in Palestine and/or Arab States (10 points).
  • At least five years’ experience in communicating development results (10 points).
  • At least seven years’ experience in business model and strategy development (10 points).
  • Experience with UN system operations and management of donor relations (5 points).

Financial Evaluation (30%) – max. 30 points.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

Using the following values:

p = points for the financial proposal being evaluated.

µ = price of the lowest priced proposal.

z = price of the proposal being evaluated.

Financial proposal. Shortlisted candidate will be requested to submit a financial proposal. The financial proposal shall specify a total lump sum amount breaking down a daily professional fee, proposed number of working days and any related expenses, i.e. travel and communications expenses.
