REQUEST FOR PROPOSAL FOR DEVELOPMENT OF GARUWASCO STRATEGIC PLAN CONSULTANCY

Millennium Water Alliance seeks to contract a consultant to provide assistance in the formulation and preparation of Garissa Rural Water and Sewerage Company’s (GARUWASCO’s) five year (2020-2024) Strategic Plan.

Details of the plan include:

· The corporation’s strategic and short-term goals

· The resource requirements

· Specific actions to be implemented

· The timeframes

The consultant is expected to facilitate meetings with the GARUWASCO management, board of directors and other key stakeholders.

Scope of work includes:

  • Review the current operating environment of the company and establish important developments for consideration in the strategic plan
  • Prepare a functional staffing structure for the corporation, and work/business processes that should be performed within a policy framework.
  • Use appropriate methodology (s) like the development of a SWOT analysis that includes but not limited to:
  • Identifying the key technical, institutional, and financial bottlenecks
  • Establish current corporation’s capacity and the identified gaps.
  • Status of the water service area
  • Preparing costed implementation plans
  • Identify the risks, and their mitigation, of implementing the proposals
  • Define Performance targets
  • Develop appropriate institutional/organizational framework
  • The strategy should also be aligned to the Garissa County Water Act,Garissa 2018-2028 Water Sector Strategy, The Kenya’s constitution, Kenya’s vision 2030, Sustainable development goals (SDGs), among other development plans.

The assignment is expected not to exceed twenty (20) staff-days and will be executed in the months of April and May 2021.

The consultant will propose a team with at least the following key professionals:

  1. Team Leader – Must have masters in business, economics, law, public administration, institutional development, engineering or related field or relevant working experience; minimum working experience of 10 years; Extensive knowledge of the operations in the water sector and of various development partners; and Knowledge of the water sector reforms and current Constitution of Kenya; Demonstrated ability to manage complex projects effectively, including ability to oversee successful implementation of projects on time; Previous experience with coordinating/spearheading the development and implementation of a water utility strategic plan/business plan
  2. Institutional expert: Must have masters in business, economics, law, public administration, institutional development, engineering or related field with at least 5 years working experience; Extensive knowledge of the operations in the water sector and of various development partners; and Knowledge of the water sector reforms and current Constitution of Kenya; Previous experience with coordinating/spearheading the development and implementation of strategic plan/business plan

Terms of reference for development of a five (5) year Corporate Strategic Plan for Garissa Rural Water and Services Corporation**

A. Background Information

Garissa county has made significant progress in implementing key water sector reforms including management of rural water projects which saw the establishment of Garissa Rural Water and Services Corporation (GARUWASCO) under section 23 (3) of the Garissa County Water and services management Act 2018. GARUWASCO is an independent semi-autonomous entity that is responsible for management and maintenance of all water supplies outside Garissa township. The institution has a fully constituted board, CEO, other technical and administrative staff in place with its office located in Garissa town. The progress of smooth institutionalization of the corporation have been hampered by inadequate budget allocation to support key activities required such as office set up, transition process as well as sensitization of their constituents about the new company.

The Kenya Resilient Arid Lands Partnership for Integrated Development (Kenya RAPID) is a five-year 35.5 million USD public private partnership/Global Development Alliance program that is funded by USAID, Swiss Development Cooperation (SDC), private sector partners and MWA members, whose implementation is coordinated by the Millennium Water Alliance (MWA). The Kenya RAPID program is designed with the objective of scaling up facilitation techniques of improving interventions that promote county-led, context-specific efforts to address development priorities in WASH, Livestock, Rangelands and Nutrition sectors. The facilitation approach focuses on creating widespread, systemic change without direct intervention in a system. As part of the facilitation approach, Kenya RAPID program aims at contributing to putting in place strong, responsive and accountable governance frameworks at county government level that ensure sustainable provision of water and pasture.

The goal of the program is to ensure that sustainable and resilient livelihoods for communities in the ASALs is achieved. The program seeks to achieve 3 strategic objectives which are as follows:

● SO1: A responsive and accountable governance framework is in place and operational at county government level that ensures sustainable provision of water and pasture;

● SO2: Replicable and scalable business models for sustainable WASH and livestock service delivery have been developed and operationalized; and

● SO3: Communities have increased access to sustainable WASH services and improved rangeland management.

The Millennium Water Alliance (MWA) is a permanent global alliance of leading humanitarian and private organizations that convenes opportunities and partnerships, accelerates learning and effective models, and influences the WASH space by leveraging the expertise and reach of its members and partners to scale quality, sustained WASH services. Founded in the year 2002, MWA seeks to advance high standards for program quality, transparency and accountability and work with its members, governments, communities, private sector partners and other key stakeholders to bring to scale effective and sustainable water, sanitation and hygiene education solutions.

In the context of the program, the purpose of the Direct County Transfers is aimed at improving the county operational capacity in the WASH, livestock and natural resource management sectors through multiple processes of systems strengthening, improving service delivery and increasing adoption and acceleration of proven innovations and technologies.

GARUWASCO intends to use part of the funds transferred directly from the Kenya RAPID program to meet the cost of consultancy assignment to develop a five (5) year Corporate Strategic Plan to guide the operations of the company.

B. Purpose of the Assignment

The objective of this consultancy assignment is to assist in the formulation and preparation of GARUWASCO’s five year (2020-2024) Strategic Plan. The plan will detail the corporation’s strategic and short term goals and the resource requirements (including integrated information systems, personnel, financial and external resources), specific actions to be implemented and the timeframes, in order to achieve the set goals. The plan must be practical, realistic and achievable and must guide and inform the strategic direction of the corporation.

The consultant is expected to facilitate meetings with the GARUWASCO management, board of directors and other key stakeholders of the program such as Technical staff of Millennium Water Alliance and CARE Kenya

C. Scope of Work

The following will form the scope of work for this consultancy assignment:

a. Together with the management of GARUWASCO and representatives of key stakeholder organization, the consultancy team will undertake a review the current operating environment of the company and establish important developments for consideration in the strategic plan

b. Prepare a functional staffing structure for the corporation, detailing key competencies (Technical, financial, commercial, customer service, human resources e.t.c.) and work/business processes that should be performed within a policy framework that is based on commercial principles and that would ensure financial sustainability, and service delivery for sustainable and reliable provision of affordable water services.

c. Use appropriate methodology (s) like the development of a SWOT analysis that includes but not limited to:

i. Identifying the key technical, institutional, and financial bottlenecks and impediments that may impact on effective water services delivery of the systems.

ii. Establish current corporation’s capacity i.e. Financial, Technical, commercial, customer service, Human resources and the identified gaps.

iii. Status of the water service area: Number of people served (water kiosks, meters & unmetered, households, commercial, agriculture), levels of service, Number of un-served people, demographics and geography (rural and income levels, employment statistics), Water resources (abstraction and discharges) and identified priorities.

d. Preparing costed implementation plans that will lead to the achievement of the identified goals and objectives. The plans should include financial and human resource requirement, ICT, and requisite organizational structures that will deliver the intent of the corporation.

e. Identify the risks of implementing the proposals and how these risks would be addressed.

f. Define Performance targets and planned improvements in consultation with management of GARUWASCO and design a simple, measurable, achievable, realistic and time bound Monitoring and Evaluation performance indicators.

g. Develop appropriate institutional/organizational framework with clear delineation of roles and responsibilities of the key stakeholders including staff, Board of directors etc.

h. The strategy should also be aligned to the Garissa County Water Act, the Kenya’s constitution, Kenya’s vision 2030, Sustainable development goals (SDGs), among other development plans.

D. Specific Responsibility of the Consultant

The consultant will provide the necessary support staff and shall make his own arrangements for all office space and living expenses, accommodation, transport, equipment, supplies, surveys, investigations, secretarial services, and all other services deemed necessary for the proper execution and timely completion of the consultancy.

E. Responsibilities of MWA, GARWASCO and CARE Kenya

GARWASCO will provide the necessary reference documents such as Garissa Water Act, Briefs, statements and items related to the matter under assignment; Provide all necessary and relevant programming documents that may facilitate the work of the consultant.

GARWASCO and MWA will avail all pertinent logistics and coordinate the assignment, Organize and facilitate travels to identified sites and field travels, pay food and accommodation costs for consultants; and Pay for the consultancy fee upon full completion of the assignment and submission of the deliverables.

F. Expected deliverables/Outputs.

a. Inception report

b. Draft Strategic Plan to be submitted to the corporation by the end of the first month of the assignment. The report, shall include, among others, detailed descriptions of:

i. Appropriate methodology e.g. SWOT Analysis of the corporation and recommend strategies of maximizing on the existing strengths, exploiting the opportunities and minimizing the threats.

ii. Corporation’s vision and mission statements, its strategic, short term, medium- and long-term goals, and commercial objectives

iii. A functional staffing structure and the key competencies required, work and business processes, integrated information system required to integrate core management functions, other technical resources required to achieve the corporation’s goals, risks involved and how these would be addressed.

iv. Proposed approach to improving water services delivery.

c. Report of stakeholders’ consultative meeting/workshop report

d. Final strategic plan based in inputs from stakeholders.

G. Duration and Timing

Total Staff inputs for the assignment are expected not to exceed twenty (20) staff-days and will be executed in the months of April and May 2021.

H. Expertise Required

The Consultant shall provide a team of well-qualified and experienced professionals as required and appropriate for completion of the Services. The key professionals shall personally carry out the Services as described in this Terms of Reference

The Consultant’s key professional staffing schedule for the assignment shall be in accordance with his accepted proposal which forms the basis of the Contract. The consultant will propose a team with at least the following key professionals:

I. Reporting Requirements

The consultant will report to the Chief Executive Officer, GARUWASCO and will work in close collaboration with the technical staff of Millennium Water Alliance and the Technical Assistance Consultant.

J. Management of The Assignment **

Millennium Water Alliance will act on behalf of GARUWASCO as the client, and shall have overall responsibility for managing this assignment, its procurement and its contract with the support of GARUWASCO and the Technical Assistance Consultant.
