Title: Social & Behaviour Change (SBC) Specialist, Ghana
PROJECT SUMMARY: Accelerating Social and Behavior Change Project (ASBC) seeks to promote measurable and sustainable social, and behavior change in 17 priority districts in the areas of malaria, family planning, nutrition, maternal and child health and emerging infectious diseases in target populations (women of reproductive age, newborns, children <5, adolescents/youth <25 and others). The ASBC project activities are designed to: 1) promote sustainability of a capacitated Ghana Health Service- Health Promotion Division (Result 1); 2) improve health-seeking behavior change and impact at individual and community levels (Result 2); and 3) promote private enterprise and CSO support for the public health agenda (Result 3).
JOB SUMMARY: The SBC Specialist, will be a mid-to-senior member of the project team reporting to the Chief of Party and will work with regional and local NGO partners, Ghana Health Service, non-governmental organizations, community organizations, USAID, USAID Implementing Partners and others, etc. to achieve the implementation of an integrated health program encompassing malaria, nutrition, water, sanitation and hygiene (WASH), maternal and child health (MNCH) family planning and reproductive health and emerging infectious diseases.
The SBC Specialist will work under the oversight of the Chief of Party to provide specialized technical assistance to the Ghana Health Service, other USAID IPs, local civil society and partner organizations to develop SBC communication strategies, review, plan, and manage implementation of evidence-based and theory-informed SBC interventions, especially the development of community-centric SBC engagement strategies, print and audio visual materials, and work closely with the M&E and private sector engagement advisors to develop systems and strategies for monitoring SBC interventions and achieving measurable impact.
Provides technical assistance in the development and implementation of rigorous social and behavior change strategies and materials (print and audio visual) for MNCH, malaria, WASH, nutrition, family planning, reproductive health programs, emerging infectious diseases in all phases from formative research, through strategy development, design, media and materials production, community level implementation and evaluation. Provides technical leadership and design expertise in the rigorous application of Social and Behavior Change Communication theory, practice, principles and current best practices that achieve measurable results. Responds to specified SBC technical assistance requests of Ghana Health Service, USAID, USAID Implementing Partners and other Partners while and ensuring the application of the state of the art in Social and Behavior Change theory and practices in completion of tasks, community activities and materials development across the project. Completes detailed strategy write-ups, work plans, creative briefs and delivers quarterly reports including reviewing reports and deliverables from partners and all other reporting requirements. Oversees the work of consultants and subcontractors, as required. Liaises and manages partner organizations involved in country program activities and working with the Organizational and Capacity Development Advisor build the capacity of local organizations and Ghana Health Service elements through the development and implementation of capacity assessments, training courses, use of SBC materials and other capacity strengthening activities. Work with the M&E and Media Advisors to inventory all social and behavior change communication materials by health topic and maintain an up-to-date database of SBC materials produced by ASBC, Government and other Partners.

MINIMUM REQUIREMENTS
- SBC Specialist must have a minimum of a university degree (Master’s degree preferred) in Communication, Social Science, Behavioral Change Communication, Health Promotion, Strategic Communication, Journalism, Public Relations, Marketing, or related field.
- 6-8 years of experience in leading health advocacy campaigns and managing international health/development programs in developing countries.
- 4-8 years of experience in implementing and managing public relations, radio/tv programming, private sector engagement branding/marketing communication or health advocacy projects or campaigns in Ghana. The ideal candidate must have demonstrated experience in planning and implementing strategic media campaigns for local and national brands and has built and managed social media platforms in the past.

Specific Knowledge Requirements:
- Knowledge of state of the art social and behavior change models and strategies and their practical application at the community level to achieve measurable change key health areas such as malaria, MNCH, family planning, nutrition, WASH, emerging infectious diseases and related area. Technical knowledge in one or more of these health fields highly desired.
- Demonstrated ability in design and layout of SBC print, audio visual materials to affect behavior change.
- Knowledge of evidence-based, innovative and practical solutions to SBC on challenges in developing countries and the mobilization of communities to adopt key health behaviors.
- Field experience in developing and implementing SBC projects and programs at the community level in Ghana and/or other regions that have demonstrated impact, at scale.
- Understanding of widely accepted formative research, pretesting, and monitoring and evaluation methodologies for effective SBC interventions.
- Demonstrated strong technical, programming and management skills. Experience working with creative design agencies, materials development and production houses, public relations and print production firms.
- Proven ability to work as an effective team member.
- Excellent oral/written communication skills in English and one or more additional Ghanaian languages required.
- Demonstrated interpersonal and negotiation skills and experience working in collaboration with partners, donors and NGOs.
- Ability to set priorities while multi-tasking and meet deadlines.
