Team Leader for a Land Development Programme / Multi-Donor Fund Consultant At European Management Solutions


Project: Consulting Services for an Implementation Consultant for the Financial Cooperation Programme “Programme for Communal Land Development” in Namibia.

The objective of the Programme for Communal Land Development (PCLD) reads as follows: enhanced sustainable land management practices, improved productivity and market-orientation through securing land rights, infrastructure investments and access to advisory services allow beneficiaries in the communal areas to improve their livelihoods

A. Profile Qualifications:
• Postgraduate university degree qualification in an appropriate field including the following: economics; public management; project and programme management (all preferably in relation to land management and/ or rural development/ environment);
• At least 10 years of practical experience in one or several of the above fields, with at least 5 years of that experience gained in international organisations, public sector institutions and/or funding agencies;
• Good background in management and financial administration of complex project structures, including administrative procedures and experience in programme/project implementation;
• Good background in the management of finances and procurement according to national public authorities and public bidding regulations;
• Professional experience in Development Cooperation; knowledge of German Financial Cooperation as well as European Commission (management procedures, reporting, etc.) would be an advantage;
• Proven experience in the management of consulting services;
• Excellent oral and written communication skills;
• Proficiency in the English language; knowledge of the German language would be an asset;
• Experience from working within the southern African region;
• Team player, who is capable of working under challenging and changing conditions.

B. Specific Tasks:
The tasks of the Multi-Donor basket fund Consultant are comprehensive and include both the management of the consultant team as well as rendering support to the basket fund on the following issues (but not necessarily restricted to):

Management of consultant team:
• Ensure that consultant services contribute to overall programme objectives
• Coordinate team of long term and interim consultants
• Procure required expertise through short term expert (STE) pool
• Provide quality assurance for services provided by STE pool and LT consultants
• Manage and monitor consultancy contract and budget for the programme’s consultancy services

Support to the basket fund:
• Overall programme management in line with the programme’s logframe and procedures manual
• Planning processes (overall implementation plan, annual and bi-annual work plans and budgets)
• Coordination, preparation and facilitation of the steering meetings at governance and operational level as well as the documentation of meeting results
• Quality assurance for financial management, procurement and audits with regard to adherence to the Procedures Manual (with procurement playing the biggest role)
• Liaison with key stakeholders for the programme (on behest of the Programme Manager)
• Analysis of M&E results and development of recommendations for improvements of the systems and approach
• Ensuring timely and qualitative reporting in line with funding partners and programme requirements
