South Sudan PROGRAMME OFFICER at Strategic Initiative for Women in the Horn of Africa

The South Sudan WCW Projects and advocacy Officer (PAO) is an instrumental position within SIHA. The ‘PAO’ will work under the supervision of the South Sudan Programme Coordinator, WCW Regional Projects Coordinator, Regional Programme Manager (RPM) and work closely with the program staff in South Sudan. She/he will manage a portfolio of projects and related activities and contribute to further refine SIHA’s strategy and its effective implementation. The ‘PAO’ should work closely with the SS PC and Regional Projects Coordinator in the planning and implementation of project activities. The ‘PAO’ will also support the South Sudan Program Coordinator to supervise Wau staff and coordinate project activities and will regularly report on progress and performance to the SS Program Coordinator.

Main Responsibilities;

  • Directly manage, plan and oversee the implementation of the WCW project across 3 locations of Juba, Wau and Bentiu;
  • Ensure joint planning of all the project activities; development of clear implementation plans aligned to the projects goals; timely and effective implementation of project activities; timely submission of financial and narrative reporting of activities including by partners and sub grantees.
  • Quality assurance of project implementation, monitoring project activities, and providing capacity support where needed to improve on quality of outputs and outcomes.
  • Support the development and implementation of country-level advocacy plans within the framework of the WCW Project aims and objectives.
  • Provide regular reports on project progress, human resource performance, financial management and general updates on context.
  • Planning, reporting and supervising the proper use of the budget allocated and ensuring alongside the SIHA Finance Department the proper documentation and use of all SIHA funds expended in support of SIHA programming.
  • Submit project progress and financial reports according to deadlines and reporting formats provided by donors**.**
  • Strengthen networking and coordination with local structures, partners and relevant government ministries.
  • To establish communication and collaborate with researchers, technical experts, knowledge institutes and grass roots experts as required;
  • To contribute to the development of policy papers, statements and briefings required for SIHA advocacy, as well as occasional contribution to press releases, and other outreach communications as required;

Profile

The candidate for this position should have strong knowledge and understanding of the South Sudan context. A commitment to women’s rights and the principles of gender equality and interest in social movements is essential, with proven track-record on right based programming being a precondition for shortlisting. SIHA will be interested in individual applicants with commitment to indigenous civil society organizations and their essential role in promoting the improvement of conditions for women and girls across the Horn of Africa.

Other Requirements

  • Strong academic background, with Masters-level education preferable Strong combination of studies and work experience in the fields of women, human rights and development in the African context, East and Horn of Africa and/ or /Middle East & North Africa;
  • Have at least 3 to 5 years of work experience in the field of gender and/or development cooperation preferably within civil society, human rights NGOs or donor organizations, with preference being focused work in the human rights field and similar sectors;
  • Exceptional leadership and time, task, and resource management skills.
  • Strong problem solving, critical thinking, coaching, interpersonal, and verbal and written communication skills.
  • Flexibility and ability to shift priorities based on changes of context;
  • Good understanding of the Horn of Africa political and social context, and knowledge of the regional and international mechanisms/dynamics influencing the region;
  • Have experience and understanding of project management cycle, including monitoring and evaluation, results-based management, technical and financial reporting;
  • Strong writing skills – fluency in written and spoken English is a prerequisite, with knowledge of Local Arabic and other local languages is an added value;
  • Strong communication, networking and advocacy skills;
  • Strong organizational skills, including the ability to manage priorities, work under pressure and meet tight deadlines;
  • Have the willingness to travel on work missions when assigned;
  • Previous exposure to international and/or multicultural /multilingual environment –Able to function effectively within a multi-cultural team;
  • Strong sense of initiative and creativity is desirable;
  • Ability and experience in staff management and capacity building preferable;
  • Curiosity, willingness to ‘learn while doing’ and a strong and genuine interest in the Horn of Africa, particularly in Horn women and girls and their strengths and challenges, is essential;
