Organization, Facilitation, Moderation and Documentation of Webinar Series on Free Movement and Mobility in Africa with the Economic, Social and Cultural Council of the African Union

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a pool of experts to support the organization, facilitation, moderation and documentation of a webinar series on free movement and mobility in Africa with the African Union’s Economic, Social and Cultural Council (AU ECOSOCC).

AU ECOSOCC together with GIZ plans to convene a series of webinars focused on promoting dialogue on the AU’s free movement protocol (e.g., linkages between free movement and security, labour migration, trade, health, social protection). A total of six webinars is planned until mid-2024. The outcomes of the virtual dialogue series will be published in the form of policy booklets. Against this background, ECOSOCC and GIZ are seeking the support of a team of experts in the field of migration and free movement with experience in virtual event management to support the organization, facilitation, and documentation of this series of webinars.
The contractor (team of experts) is responsible for providing the following services:
- Preparation of concept notes, agendas and invitation letters/emails as well as invitation lists for each event jointly with ECOSOCC, other relevant AUC bodies and GIZ, incl. communication content for social media for advertising webinar series;
- Following the signing of the contract and the inception meeting with AU ECOSOCC and GIZ an inception report is expected. The purpose of this report is to demonstrate the expert’s understanding of the assignment. It should include a detailed description of the webinar’s purpose, suggested webinar themes (based on discussions with ECOSOCC and GIZ), webinar format and structure, audience and reach, as well as a work plan/proposed timeline for the duration of the contract.
- Technical preparation of webinar series, including innovative tools for engagement of and discussion with stakeholders during webinars;
- Facilitation and moderation of all six webinars including (provision of) expert thematic inputs on each theme (a webinar session usually takes between two and three hours);
- Reporting on the discussions and outcomes of each webinar in the form of a policy brief (six briefs overall), incl. development of communication content (quotes, graphs) for social media etc.;
- Preparation of a policy booklet summarizing all six policy briefs for use by stakeholders at the policy level and in civil society;
- Debriefing and presentation of outcomes and lessons learnt of webinar series to ECOSOCC, other relevant AU bodies, and GIZ representatives.

Period of assignment: November 1st, 2022, to June 30st, 2024 for up to 133 working days (remotely and on-site at event locations in Africa that are to be defined).
Required qualifications of short-term expert pool with minimum two (2) and maximum four (4) members:
- Education/training (2.6.1):

- Two to four experts with university qualification (Bachelor or Master degree) in social sciences, political sciences, economics or related subject;

- Language (2.6.2):

- English fluency, both written and spoken (two to three experts); – at least 1 expert with a good knowledge of French; knowledge of another AU working language is an asset (e.g. Spanish, Portuguese, Arabic);

- General professional experience (2.6.3):

- Two experts with 10 years of professional experience in the governance and policy sector; – Two experts with 10 years of experience in moderation and facilitation of policy events; specific experience with virtual formats is required;

- Specific professional experience (2.6.4):

- One or two experts with 7 years of experience in the migration and mobility sector in Africa and globally; – One expert with strong knowledge of the MPFA, the AU FMP as well as other AU and regional policies aimed at promoting free movement and mobility in Africa. Good knowledge of international policy frameworks on migration is an asset. – Two experts with 3 years of professional experience in managing web-based tools and virtual events; – One expert with 5 years’ experience in communication and public relations, including social media; – One or two experts with experience in writing policy documents/policy writing; – Good expertise with AU frameworks in general is an asset;

- Regional experience (2.6.5):

- One to four experts with at least 5 years of experience in Africa (region); – Experience working with the AU and regional organizations in Africa.

- Other (2.6.7):

- Experience in engaging with high-level officials and civil society and skills in facilitating interactions with principal heads of large public institutions, Government ministries, and intergovernmental organizations will be advantageous.
